According to Decision 91/2024/NQ-HDND at the 24th session, term XVII, the People's Council of Cao Bang province issued a Resolution stipulating specific expenditure levels for compensation, support, resettlement and enforcement when the State acquires land.
The Resolution will take effect and replace Resolution 46/2023/NQ-HDND, with many contents adjusted to be more suitable to reality.
Accordingly, the costs for each activity related to compensation and resettlement support will have the following support levels:
Policy dissemination meeting: 100,000 VND/person/session, for working sessions with people whose land is recovered and owners of related assets.
Survey, inventory and plan making: 100,000 VND/person/session, including current status investigation, measurement and asset statistics.
Compensation and support payment: 100,000 VND/person/session.
Hire special workers: 150,000 VND/person/session, applied when units do not have enough staff to perform.
In addition, activities serving the enforcement work, such as demolition, transporting assets or protecting the recovered land, are also regulated with a cost of 100,000 to 150,000 VND/person/session.
The resolution also provides guidance on handling cases where budgets were approved before August 1, 2024. Approved but not implemented budgets will be adjusted according to the new spending levels.
The Cao Bang Provincial People's Committee is assigned the responsibility of organizing the implementation and reporting the implementation results. The Provincial People's Council and delegates will closely monitor to ensure effectiveness.
With the new adjustments, Resolution 91 is expected to improve transparency and savings in land management, while ensuring the legitimate rights of organizations and individuals affected by land acquisition.
