People compete to encroach on public land
The land, which was originally the Tho Thanh commune stadium (now in Dong Thanh commune), is more than 500m2 wide and was given by the People's Committee to the people to "care" for, but in May it was used to build cafes, a playground with a roof, brick gates and install decorative lanterns. This space is well invested, including a mini playground with electric cars, houses and lighting systems. Based on legal regulations, this is an act of occupying public land for business.
Not only that, another part of public land in Tho Thanh commune (old) - which was formerly the commune health station - was also converted into a paving stone material production area. People are upset because both plots of land are located in the center after the commune merger, but are being exploited by the private sector for profit.
On June 26, on the bank of the much-vehipped canal (Gia My hamlet, Dong Thanh commune), a series of households surrounded the corrugated iron and brought materials for construction at night. Dozens of solid structures, from houses to kiosks, have sprung up right in the protection corridor of irrigation works - an area where construction is prohibited by law.
In Dai Dong commune, some households arbitrarily dumped soil to fill agricultural land, built fake cemeteries and graves to occupy production land and public land. On the morning of July 8, the People's Committee of Dai Dong commune inspected the scene and discovered a soil truck and excavators illegally leveling an area of about 40m2, exploiting soil from a nearby hill. At the time of inspection, the people involved could not present a legal license.
The government takes action in a timely manner
On July 15, Ms. Phan Thi An - Chairman of Dong Thanh Commune People's Committee - said: "As soon as we received the feedback, we immediately inspected, suspended the business of the coffee shop, and requested the demolition of all illegal construction works. The owner of the facility currently only organizes electric vehicle rental, but we have drawn up a record and requested to stop all business activities on public land".
In the Wallows area, the authorities and police have drawn up a record of violations, requested to suspend construction and conducted a handling file. Nghe An provincial leaders have also directly directed the thorough handling of the case of people encroaching on the irrigation canal corridor.
Mr. Tran Thanh Nga - Chairman of Dai Dong Commune People's Committee - said: "As soon as we received the report about people setting up fake graves to occupy land, we checked and compared the reality. The family only has 4 graves allowed to be built within this area, not expanded. Through the incident, we learn from experience: When detecting violations, we must handle them immediately, thoroughly, and not let them continue."
In other localities, local authorities and authorities have promptly grasped the situation, taken action to handle acts of encroachment on public land and corridors of public works, not allowing the incident to prolong, complicate and cause many consequences.
Mr. Le Hong Vinh - Chairman of Nghe An Provincial People's Committee - said that the province has directed localities to strengthen inspection, promptly detect and thoroughly handle acts of occupying public land, ensure fairness and maintain legal discipline on land management.
