The Ministry of Agriculture and Environment received an Official Dispatch on responding to voters' petitions, in which it assigned the Ministry of Agriculture and Environment to coordinate with the Ministry of Science and Technology to respond to voters' petitions of Hanoi City with the following content:
Voters recommend that the Government have policies: (i) Support the popularization of high-speed Internet, documents and free learning software; expand digital skills training for cadres, civil servants, police forces, teachers, businesses and people, especially the elderly and rural areas; encourage the model of Digital education for citizens so that all citizens have the opportunity to become digital citizens. (ii) Shorten time, simplify steps, especially in the fields of land management, public investment, land allocation, land lease. (iii) Have preferential credit and tax policies for businesses and business households investing in technology."
After studying the content of voters' recommendations, according to assigned functions and tasks, the Ministry of Agriculture and Environment has opinions on the recommendation in Section (ii) "Sortening time, simplifying steps, especially in the fields of land management, public investment, land allocation, land lease" as follows:
Implementing Resolution No. 214/NQ-CP dated July 23, 2025 of the Government promulgating the Action Plan to promote the creation of data to serve comprehensive digital transformation in the political system, the Ministry of Agriculture and Environment issued Decision No. 3211/QD-BNNMT dated August 14, 2025 on the Ministry's Plan to implement Resolution No. 214/NQ-CP.
For the land sector, the Ministry of Agriculture and Environment has proactively reviewed, reduced, and simplified administrative procedures in Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government regulating the division of authority of two-level local authorities, decentralization and delegation in the land sector; and Decree No. 226/2025/ND-CP dated August 15, 2025 of the Government amending and supplementing a number of articles of decrees detailing the implementation of the Land Law.
Of which, 16 administrative procedures have been abolished; 50 procedures have been proposed to be amended and supplemented. Many procedures with a time for settlement have been sharply reduced, such as land dispute settlement procedures have been reduced from 75 days to 45 days.
Procedures for allocating residential land with land use fees collected without auction, without bidding to select investors for individuals who are cadres, civil servants, public employees, officers in active service, professional soldiers, defense civil servants, workers and public employees, officers, non-commissioned officers, police workers, people working in secret service and people working in other secret service organizations receiving salaries from the state budget but not yet allocated residential land or housing; teachers and medical staff working in border communes and islands in difficult and extremely difficult areas but not having land or housing at the workplace or not yet enjoying housing support policies according to the provisions of the law on housing; individuals residing in communes or towns in difficult areas, especially difficult areas without land and not yet allocated land by the State... have been allocated land for a short period of time not exceeding 85 days.
