On December 27, Ho Chi Minh City Police said that they are investigating a case of "fraudulent appropriation of property" that occurred at An Lac Tan Real Estate Development Service Trading Construction Company Limited (An Lac Tan Company).
The General Director and legal representative of An Lac Tan Company is Mr. Quach Moc Tan. Mr. Tan was prosecuted and temporarily detained to investigate the act of "fraudulent appropriation of property" on March 6.
According to the initial investigation, Mr. Tan and his accomplices drew up a number of fake real estate projects, then signed contracts to transfer land use rights and housing with many people to appropriate money.
The real estate ghost projects in Binh Chanh district were "drawn" by Mr. Tan and his accomplices such as: An Lac Riverside Residential Area, Tran Dai Nghia Residential Area, Tan Tuc Residential Area... In addition, it was also related to the brokerage of selling apartments in The Western Capital social housing project, building A2, phase 1 and phase 2 in District 6.
To serve the investigation, Ho Chi Minh City Police announced to find victims who participated in signing contracts to transfer land use rights and housing with An Lac Tan Company at the above "projects".
Victims can contact investigators from Team 6 - Economic Police Department, Ho Chi Minh City Police at 674 Ba Thang Hai Street, Ward 14, District 10, Ho Chi Minh City before December 31.
Speaking to Lao Dong Newspaper reporters, Mr. Bui Quoc B and many customers who bought social housing apartments in The Western Capital project at 116 Ly Chieu Hoang, Ward 10, District 6, Ho Chi Minh City, indignantly said that in 2019, after being guided by a broker to see the project's model house at the above address, the customers agreed to transfer a deposit.
A few days later, the customers were guided by the staff to the transaction at the branch of An Lac Tan Real Estate Development Service Trading Construction Company Limited at a building on Nguyen Van Cu Street, Nguyen Cu Trinh Ward, District 1, Ho Chi Minh City, to pay the money to sign the official contract to buy the apartment. The total amount of money that the customers paid to the staff of An Lac Tan Company ranged from 500 million VND to more than 1 billion VND.
However, upon receiving the contract, the customer learned that An Lac Tan Company was not the project owner. In fact, Hoang Phuc Real Estate Management Company Limited was the investor. The customer who bought the project questioned and requested a refund, but An Lac Tan Company's staff did not agree and claimed to be the exclusive distributor of the Western Capital project, area A2 social housing, and promised to let the customer sign a contract directly with the investor in March 2020 and receive the house in June 2020.
However, up to now, customers have not signed the contract and received the house as advised. At the time An Lac Tan Company sold the products, the representative of Hoang Phuc Real Estate Management Company Limited affirmed that the company did not accept deposits, purchase or authorize An Lac Tan Company to transact 148 apartments of building A2 of The Western Capital project.
