The project worth more than 3,700 billion VND is 15 months late.
Recently, voters of Do Son district, Hai Phong city continued to reflect on the investment project to build the Hai Phong coastal road in Do Son district, which started in 2017 but the progress is very slow. Voters hope that the city will pay attention to speeding up the project's progress, completing it soon to put it into use and exploit it effectively, contributing to the socio-economic development of the city and coastal provinces.
The coastal road section through Hai Phong city includes 2 projects: the project to invest in building the coastal road section through Hai Phong and 9 km in Thai Binh province under the form of BOT contract (BOT project) and the project to invest in building and expanding the coastal road section through Hai Phong from provincial road 353 to Thai Binh bridge (expansion project).
In particular, the BOT project was implemented since 2018. The total length of the route is 29.7 km, starting at the intersection of Provincial Road 353 in the Dong Neo junction area (km11 + 800 Provincial Road 353) in Do Son District, Hai Phong; the end point on National Highway 37 is newly connected to the section of the Coastal Road Project through Thai Binh Province, in Thai Thuy District, Thai Binh Province. The total investment capital of the project is 3,758,600 million VND. According to the report responding to voters' petitions of Hai Phong City People's Committee, after 6 years, this project has only completed about 72% of the value of the construction and installation volume, has been delayed by 15 months compared to the extended time (must be completed by June 2023) and will continue to be extended due to some remaining problems, the investor is no longer able to continue implementing the project.
Completion likely in 2027
Faced with the project's slow progress, the Hai Phong City People's Committee reported and was permitted by the Standing Committee of the City Party Committee to conduct negotiation procedures to terminate the BOT Contract ahead of schedule in Notice No. 2150-TB/TU dated July 3, 2024. During the negotiation process, the obligations and responsibilities between the parties will be clearly defined for handling according to regulations, ensuring no loss of state budget.
Currently, the City People's Committee and the investor are negotiating to terminate the BOT Contract ahead of schedule. After terminating the BOT Contract ahead of schedule, the project is expected to be implemented in 2026 and completed and put into operation in 2027.
While waiting for the BOT project to be processed, in order to soon exploit the coastal road to serve traffic needs and promote socio-economic development in coastal areas, the City People's Committee is directing relevant agencies to study and adjust the investment project to expand the coastal road section through Hai Phong City from Provincial Road 353 to Thai Binh Bridge to overcome difficulties in coordinating construction between the expansion project and the BOT project. At the same time, study the plan to effectively and synchronously exploit the routes. Once adjusted, the expansion project will be able to continue construction independently, no longer dependent on the BOT project.
