On November 26, speaking with a reporter from Lao Dong Newspaper, a representative of the Quang Tri Department of Construction informed that after reviewing the project system, the whole province currently has 10 social housing projects with a total of 6,512 apartments.
Of these, only 3 projects have been confirmed to be eligible for sale according to the provisions of law. Notably, no project matches the project being promoted and called for "reserving a goodwill space" as previously reflected.
Along with the project review, the Department of Construction said that it will continue to issue guiding documents to help people, investors, and brokerage units fully comply with legal regulations on social housing, avoiding exploitation or implementing incorrect procedures.
The Department is also coordinating with competent authorities to strictly handle organizations and individuals who arbitrarily collect money for "reservation", "utility", or illegally sell apartments before social housing projects are approved to be eligible for sale.
The Department of Construction emphasized that social housing is a special type of real estate, the buyers - renters - buyers must meet the criteria according to the law and follow the process of approval, drawing, and signing contracts. Therefore, any form of receiving bookings or reservations when the project does not meet the conditions is an act that is not in accordance with regulations.
Previously, as reported by Lao Dong Newspaper, in Quang Tri, a social housing project had not yet started construction but was widely promoted on social networks with an invitation to "reserve a charity space" of 10 million VND with a pre- printed red card.
According to the reporter of Lao Dong Newspaper, this is not an isolated incident. In the province, there is still a situation where social housing projects do not have complete approval documents from the Department of Construction but still receive "goodwill seats"
The Quang Tri Department of Construction also confirmed that in the past, there have been cases of projects that have not completed legal documents but have been advertised for sale, receiving money to "keep the goodwill".
After the reflection, the investor met and agreed to notify the entire "charity reservation" of 10 million VND to the depositors.
