In July 2025, the People's Committee of Khanh Hoa province held a meeting to discuss the site clearance situation for Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects. Many difficulties and problems have been raised and relevant agencies have been requested to urgently resolve them.
According to the representative of the Department of Industry and Trade, based on Decision No. 794 of 2015 of the Prime Minister approving the Migration and Resettlement Project to serve 2 nuclear power plants in Ninh Thuan, the total land area to be recovered is more than 1,279.5 hectares, involving 1,288 households.
However, through on-site review, the area to be recovered was adjusted to more than 1,130.4 hectares, affecting 1,153 households.
Up to now, the authorities have completed the inventory and are verifying the origin of the land, resolving disputes for factory construction areas, resettlement areas, and existing residential areas.
As for the resettlement area, the inventory and approval of specific land prices have been completed to calculate compensation. However, site clearance progress is still slow due to problems with the legal basis and changes in some regulations compared to the original policy approved by the National Assembly in 2009.
The major difficulties pointed out include: Need to adjust and update the reclaimed area close to reality. Of which, the Ninh Thuan 1 Nuclear Power Plant Resettlement Area is expected to increase by 26.55 hectares, and the Ninh Thuan 2 Resettlement Area is expected to increase by 9.4 hectares compared to Decision 794/QD-TTg.
Another difficulty is changing the site clearance boundary when the Ministry of Science and Technology recently determined that the no-residence area is at least 1km from the factory fence - instead of 500m according to the previous regulations of the Ministry of Industry and Trade. Meanwhile, the issue of compensation and resettlement costs has not been fully allocated.
Vice Chairman of Khanh Hoa Provincial People's Committee Trinh Minh Hoang requested the leaders of Phuoc Dinh and Vinh Hai communes to closely follow the province's instructions to implement the unit. At the same time, continue to carry out site clearance according to Decision 794/QD-TTg while waiting for new direction from the Government.
Mr. Hoang noted that it is necessary to closely control the origin of land, especially in areas with fluctuations in recent times; speed up the inventory and listing of land areas of recovered households.
The goal is to complete the procedures to be eligible for compensation to the people in August 2025.
The Department of Agriculture and Environment is assigned to arrange personnel and increase professional staff to support Phuoc Dinh and Vinh Hai communes to speed up site clearance.
Urgently need 3,200 billion VND to resettle and compensate for projects
As of the end of May 2025, the total area subject to recovery of the 2 Nuclear Power projects in Ninh Thuan is 1,279.52ha/1,288 households, with a total of 4,911 people.
Currently, Ninh Thuan province (old) has conducted an inventory and re-determined the actual number of households in the project area that need to be relocated, the compensation price and the construction cost of component projects of the two nuclear power plant projects. Thereby, the total preliminary investment is determined to be about 12,391,983 billion VND.
The locality also found that the area of the quarantine area from the factory fence that had to be cleared was 500m.
Through a preliminary review of affected localities, if an additional 500m is cleared, it will greatly affect the relocation and resettlement projects of nuclear power plant projects in Ninh Thuan.
Specifically, the reclaimed area will increase by about 598.5 hectares ( factory 1 will increase by 311.5 hectares/1,500 hectares in Son Hai 1 village; Factory 2 will increase by 287 hectares); increase compensation costs estimated at about VND 12,100 billion.
In the immediate future, Ninh Thuan province (old) needs about 3,200 billion VND to carry out tasks related to resettlement and site clearance through the nuclear power plant project.
