On August 23, the Vietnam Lawyers Association organized a workshop: "Improving the effectiveness of implementing the Land Law: Preventing waste and violations in land use in public service areas and state-owned enterprises".
In his opening speech, Dr. Nguyen Van Quyen - Chairman of the Vietnam Lawyers Association emphasized that Resolution 18-NQ/TW is expected to create strong breakthroughs, creating motivation for the country's development in the new period.
According to Mr. Quyen, on the basis of Resolution 18, the Land Law (amended) was passed by the 15th National Assembly at its 5th extraordinary session on January 18, 2024.
This is an important law, affecting all aspects of the country's socio-economic life, national defense, security, and environmental protection; plays a central role in the land legal system , having relationships with many other provisions of law.
The Land Law has basically institutionalized the contents of Resolution No. 18-NQ/TW mentioned above. Regarding the organization of implementation of the Land Law 2024, there are expected to be 16 guiding documents from the Government, the Prime Minister and ministries and branches.
Mr. Quyen said, the conference is part of a series of events and programs coordinating work between the Vietnam Lawyers Association and the Ministry of Natural Resources and Environment on policy development, legal science research, dissemination, and legal education. law in the field of natural resources and environment.
From a state management perspective, Mr. Le Van Binh - Deputy Director of the Land Department (Ministry of Natural Resources and Environment) said that the 2024 Land Law has supplemented and completed regulations on prohibited acts. for agencies and persons with authority in the field of land.
At the same time, complete the system of policies and laws on land in a synchronous and unified manner, in accordance with the institutions for developing a socialist-oriented market economy.
The 2024 Land Law has moved the regulations on the rights and obligations of land users to be placed immediately after the chapter regulating the rights and responsibilities of the State and citizens with respect to land and before the regulations on management. State administration of land.

The new law also stipulates the responsibilities of people assigned land to manage by the State; Supplement regulations to encourage effective land use.
