According to the Department of Natural Resources and Environment of Binh Thuan province, by the end of July 2024, in Binh Thuan, there were still 45 projects that had decisions to allocate, lease land, and change the form of land use from annual land lease to one-time payment. Must determine specific land prices to calculate land use fees and land rent. Among them, there are 24 projects "The State leases land with annual payment" and 21 projects "The State allocates land with collection of land use fees or leases land with one-time payment".

Also according to this Department, on June 27, 2024, the Government issued Decree No. 71/2024/ND-CP (ND71) regulating land prices effective from the effective date of the 2024 Land Law on June 27, 2024. August 1, 2024, problems with projects have been removed and resolved.
For 24 projects "State leases land with annual payment" is applied according to Clause 1, Article 9 of Decree 71. Currently, the Department of Natural Resources and Environment has compiled a list of projects and directed the Provincial Land Registration Office to review documents and transfer cadastral information to the Provincial Tax Department to notify land rental prices and obligations. Finance for project owners will be implemented immediately after the Land Law 2024 and Decree 71 take effect from August 1, 2024.
As for the 21 projects "The State allocates land with collection of land use fees or leases land with one-time payment" for the entire lease period, it will be implemented according to Clause 2, Article 9 of Decree 71, applying one of the land valuation methods ( comparison, income or surplus) according to the regulations and specific examples of this Decree.

With 8 projects eligible for valuation and having a land price consulting unit, the Department of Natural Resources and Environment will urge land valuation consulting units to send the results for submission to the Price Appraisal Council. The province's land will be appraised and submitted to the Provincial People's Committee for approval immediately after the Land Law 2024 and Decree 71 take effect.
For 5 projects that are not eligible for pricing (no zoning planning, no detailed 1/500 planning approved), the Department of Construction urgently reports the results under the direction of the Provincial People's Committee. For the remaining 8 projects that are eligible to set prices, but have not yet found a land price consulting unit, the Department of Natural Resources and Environment continues to announce invitations and search for new consulting units.
Decree 71 aims to remove problems of many projects. From there, it will speed up the process of land valuation for projects that still have problems, especially in Binh Thuan where many real estate projects are stuck at the stage of determining land prices .
