Complete backlog of documents by the end of the year
According to the People's Committee of Phu Quoc Special Zone (An Giang Province), completing land registration and issuance of the first land use right certificate (or red book) will help establish a clear legal relationship between the state and the land user, helping people feel secure in investing, exploiting, and using it according to the plan and purpose.
Phu Quoc Special Zone has a total natural area of over 58,927 hectares, of which forest land accounts for over 60%. As of November 16, more than 6,600 hectares of land plots of households and individuals have been granted certificates; there are still more than 4,000 hectares of land, equivalent to more than 19,900 plots that have not been granted certificates, mainly concentrated in areas such as Duong To, Cua Duong, Bai Thom and Ham Ninh.
For organizations, businesses, administrative agencies, armed forces units, religious establishments... there is currently a total area of over 6,100 hectares, with over 12,000 plots of land, of which over 1,600 hectares have been granted certificates, the rest have not been granted.
Phu Quoc has received more than 4,700 dossiers requesting to be granted land use right certificates, including more than 900 dossiers implemented under the 2013 Land Law and more than 3,700 dossiers received under the 2024 Land Law.
The special zone has set a specific roadmap with 3 consecutive implementation phases from October to December 2025, striving to complete all outstanding documents by December 31, 2025. For newly received documents under the 2024 Land Law, the completion date is expected to be before June 2026.

Speaking with Lao Dong, Secretary of the Phu Quoc Special Zone Party Committee Le Quoc Anh said: Recently, the Special Zone Party Committee has directed the People's Committee of the special zone to make a plan to issue the first land use right certificate to the people. In the current situation, there are still many applications to register for a certificate waiting to be processed. The special forces government hopes that as soon as possible, it will try to ensure the issuance of certificates so that people can stabilize and handle disputes.
Removing backlog of records
According to the People's Committee of the special zone, the biggest difficulty is the volume of records that have been pending for many years, especially records arising before 2020, when Phu Quoc converted administrative units and the land use planning has been adjusted many times. Some records still lack documents, have not clearly defined the origin of land use or are related to planning areas, forest land, traffic land, public land.
In addition, the work of surveying and surveying cadastral records in some areas is not yet synchronous, leading to area imbalances between reality and records. Some households do not clearly understand legal regulations, do not proactively coordinate in providing information or are slow to fulfill financial obligations.
To resolve the issue, the special zone requires the Department of Agriculture and Environment and local working groups to go directly to the grassroots to review each specific case, clearly classify qualified records, missing records and records that are not qualified to issue certificates. In case of lack of documents, instructions for people to supplement in a timely manner; in case of dispute or violation, they will be resolutely handled according to regulations.
The special zone sets a specific target that by the end of 2025, 100% of land plots in the area will be declared and registered; of which, 90% of plots are eligible for a land use right certificate.
Phu Quoc Special Party Committee Secretary Le Quoc Anh said: To ensure the progress of the first issuance of certificates as planned, great efforts are needed by the entire political system. In addition, it is also necessary to ensure legality, fairness and compliance with legal regulations.

"The special zone will also review the first-time application for a certificate, if it is in accordance with the legitimate rights of the people, the certificate will be issued immediately. As for the documents that take advantage of the issuance of this certificate to legalize State land into private land for illegal profits, they will be transferred to the investigation agency for handling according to regulations. If the land management work is done well, it will control the land of the State and the land of the people to create peace of mind for people and businesses to develop the economy and also the common development of Phu Quoc special zone", Mr. Le Quoc Anh shared.
