At the same time, a direct inspection team was established to organize an inspection and review of " stopping the counting" records of the Registration Office Branches, strictly handling cases of intentional violations of the suspension function for other reasons without a legitimate reason.
Previously, many people in Nha Trang City in particular and Khanh Hoa Province in general reported that their land procedures were " stopped being calculated" on the local public administrative information portal.

Although local administrative procedures are interconnected, people still have problems in handling documents. Some people have not even received simultaneous notifications and messages related to land procedures and tax notices.
Through checking the documents on one-stop software, the Department of Agriculture and Environment of Khanh Hoa province found that there was a need to coordinate with tax authorities at the Nha Trang City Tax Department.
According to the prescribed process issued by Khanh Hoa province (Decision 2611 of 2024), the time for tax authorities to determine financial obligations is 5 working days and is not included in the time to handle administrative procedures.
Therefore, the Tax Department pressed "stop calculating for other reasons" on the one-stop electronic software.
After issuing the notice of financial obligations, the Tax Department continued to press "stop calculating for other reasons" on the one-stop electronic software.
While following the correct procedures, the Tax Department must press "stop performing financial obligations".
Due to incorrect implementation, citizens did not receive messages requesting financial obligations, leading to citizens continuously reporting the Branch's slow processing of documents.
From this reality, the Department of Agriculture and Environment of Khanh Hoa province has proposed that the Office of Khanh Hoa Provincial People's Committee consider and add 5 working days to determine the financial obligations of the Tax Department to the administrative procedure settlement process to limit the use of calculation for other reasons in handling administrative procedures for citizens.
Add the function of " stopping the calculation of financial obligations" at the function of the Tax Department.
"Stop calculating" at the request of a professional agency
The Nha Trang City Land Registration Office has issued a document reporting to the Chairman of Nha Trang City to clarify a number of contents related to " stopping consideration" in handling land records of people.
Accordingly, from 2020 to present, the Nha Trang City Land Registration Office has received many documents from the Nha Trang City People's Committee and specialized agencies under the city, requesting to log in to warn, temporarily suspend the implementation of administrative procedures related to registration of security measures using land use rights and other assets attached to land, registration of land changes ( stopping calculation).
There have been about 2,000 cases (from 2017 to present) where Nha Trang City People's Committee and specialized agencies have requested Nha Trang Branch to log in to warn and temporarily suspend the implementation of land transaction procedures due to violations of construction order...
After receiving the above proposals, the Nha Trang City Land Registration Office has temporarily suspended administrative procedures, explaining that it is "suggrating the opinion of the Nha Trang City People's Committee on preventive measures related to handling administrative violations in the field of land and construction order".
