Urban Infrastructure Development Investment Corporation (UDIC) said that recently, some real estate information sites and real estate trading groups regularly posted information about deposits, sales, diplomatic apartment quotas, and project sales (social housing at 214 Nguyen Xien), all of which are false information with the purpose of defrauding and appropriating people's money.
The Investor Consortium affirmed: "The Social Housing Project at land plot NO1 Ha Dinh is not yet qualified to receive applications for house purchase or deposit, reserve for people who want to buy, rent, or rent-to-own social housing".
Any act of any organization or individual on behalf of the Project Investor Joint Venture to receive registration / consultation / deposit / reservation / apartment purchase and sale transactions at the NO1 Ha Dinh Social Housing Project is a forgery and a violation of the law.
Department of Construction remains "silent"
Previously, Lao Dong Newspaper reported that the social housing project in the new urban area of Ha Dinh was behind schedule for many years, but land brokers were still advertising it widely on social networks.
Accordingly, although the social housing project is still an empty lot surrounded by corrugated iron, "land brokers" are bustling to sell the NO1 Ha Dinh Social Housing project (commercial name is UDIC Eco Tower) in lane 214 Nguyen Xien, Hanoi.
A person named L.D.H (phone number 036522XXX) said, "We are currently processing applications and getting specific apartments. The fee is 600 million VND/70m2 apartment."
According to the address provided by this person, the reporter went to the office and registered the name of Tan Nhat Phat Investment and Development Joint Stock Company.
According to the company's announcement, Tan Nhat Phat Investment and Development Joint Stock Company was established on August 7, 2023. The legal representatives are Pham Thi Huyen Sam - Deputy Director; Pham Hong Phuong - General Director. The charter capital is 10 billion VND.
The company's founding shareholders include Mr. and Mrs. Truong Van Dang, with 16% of shares; Pham Thi Huong with 15% of shares; Pham Hong Phuong with 28% of shares; Pham Thi Huyen Sam with 26%; Vu Trung Truong with 15%.
Regarding the social housing project in Ha Dinh New Urban Area, it is known that in January 2024, the Department of Construction Inspectorate inspected and clarified responsibilities in this project, as well as made conclusions with many requirements that need to be overcome.
According to the Inspectorate of Hanoi Department of Construction, at the time of inspection, the investor did not provide basic design drawings attached to document No. 1294/SXD-TD dated March 1, 2013.
At the time of inspection, some kindergarten and medical examination areas had not been built.
The Inspectorate concluded that the responsibility for the delay in implementing the social housing project at land plot N01 belongs to the joint venture investor: UDIC Construction Investment Corporation - Hanoi Electricity and Water Construction Joint Stock Company, and DAC Hanoi Housing Development and Construction Joint Stock Company.
Based on clarifying the responsibilities of the parties, the Inspectorate of the Hanoi Department of Construction requested administrative sanctions against the investor, Haweico Construction and Installation Joint Stock Company, for the act of incompletely storing the list of documents with a fine of 30 million VND. The remedial measure is to force the complete list of archived documents to be supplemented.
The Inspectorate also recommended a fine of VND140 million for the UDIC Construction Investment Corporation - Hanoi Electricity and Water Construction Joint Stock Company, and DAC Hanoi Housing Development and Construction Joint Stock Company for their slow progress in implementing social housing investment in Ha Dinh urban area.
The remedy is that within 30 days at the latest, the investor must start construction.
In addition, the Inspectorate also recommended that the Hanoi People's Committee direct departments, branches and sectors to consider the participation conditions of investors of this project when they propose to participate in other projects in Hanoi.
