On October 1, the People's Committee of Khanh Hoa province said it had directed the People's Committee of Ninh Hoa town to hand over an area of 22.9 hectares in the Ninh Quang High-Tech Shrimp Farming Area to the Khanh Hoa Provincial Land Fund Development Center for management, and at the same time determine the investment value of the remaining land.
In mid-2023, Khanh Hoa province approved the investment policy for the Ninh Quang High-Tech Shrimp Farming Area project in Thuan My village, Ninh Quang commune.
According to the proposal, Nha Trang Seafood Joint Stock Company - F17 will implement the project in Thuan My village (Ninh Quang commune) and My Loi village (Ninh Loc commune), Ninh Hoa town with 70 high-tech shrimp farming ponds, capacity of 800 tons of white-leg shrimp/year, total investment capital of 43 billion VND.
Although the investment policy has been approved, the land recovery mentioned above is still facing difficulties because the investment value of the remaining land has not been determined.
According to the People's Committee of Ninh Hoa town, in the area implementing the Ninh Quang High-tech Shrimp Farming Area project in Ninh Quang commune, there are no tangible fixed assets attached to the land.
However, on an area of 22.9 hectares, the People's Committee of Ninh Quang commune invested in a complete pond in 1999. Therefore, the locality proposed to consider and support the commune's invested funds before handing over the land use rights to the winning bidder.
According to the opinion of the Department of Natural Resources and Environment of Khanh Hoa province, Ninh Hoa town currently needs to determine the investment value in the remaining land invested by the People's Committee of Ninh Quang commune since 1999 (if any); provide relevant records and documents to the Khanh Hoa Land Fund Development Center to include this support content in the land use rights auction plan.
