After the arrangement of commune-level administrative units, Hanoi city officially has 126 communes and wards.
Currently, 125 new wards and communes have headquarters plans. Of which, 123 wards and communes are expected to be arranged with workplaces at the old headquarters of 30 districts, towns and some wards and communes.
The remaining 2 wards, including Yen So, are expected to use Phap Van dormitory, while Dai Mo ward will use Trung Van Shopping Center as a new headquarters.

Dai Mo ward was established on the basis of merging most of the natural area and population of the wards: Dai Mo, Trung Van (belonging to Nam Tu Liem district); part of the natural area and population of the wards: Phu Do, Me Tri (belonging to Nam Tu Liem district); Mo Lao, Duong Noi (belonging to Ha Dong district); Trung Hoa (belonging to Cau Giay district); Nhan Chinh (belonging to Thanh Xuan district).
It is expected that the Party Committee, People's Council, People's Committee, the Fatherland Front and socio-political organizations of the new Dai Mo ward will use Trung Van Commercial Center as their headquarters.
The reason is that in Trung Van ward, there is currently only one administrative agency headquarters that can be used, but the area is not enough to fully arrange the agencies of Dai Mo ward after the merger.
Trung Van Commercial Center is located in Trung Van Ward, Nam Tu Liem District, completed in 2012, consisting of two two-story buildings with a total area of over 17,000 m2.

According to the reporter of Lao Dong Newspaper, this shopping mall is being rented by dozens of individuals and organizations to do business and build warehouses.
Mr. Le Van Nam (35 years old, Nam Tu Liem district) said that he has rented a kiosk at Trung Van Shopping Center to do business for more than 5 years.
Up to now, Mr. Nam has not received an official notice from the Market Management Board as well as the local government about the site recovery to build a new headquarters in Dai Mo ward.
"H dealings here are still going on normally. When I receive the official information, I will calculate a new direction" - Mr. Nam said.

Ms. Le Thi Hoa (32 years old, Nam Tu Liem district) said she is ready to hand over the site to the Market Management Board when there is a notice of site revocation.
However, according to Ms. Hoa, the two-level government system will come into operation in July, so the authorities should announce the time to return the site soon so that businesses like her can arrange to find new premises so as not to affect their livelihood.
