The project will be implemented in Tinh Phong Industrial Park, Tho Phong commune, invested by the Trade Union Project Management Board - Vietnam General Confederation of Labor, and implemented in the period of 2025 - 2028.
The project includes two 9-storey apartment buildings and a 12-storey building, along with auxiliary works, gardens, internal traffic, outdoor parking lots and other technical infrastructure items. In total, there are 603 apartments, meeting the housing needs of more than 1,800 people.

Of which, two 9-storey buildings were built on an area of 4,220m2, with a total floor area of nearly 28,000m2 (including parking area). The apartments are equipped with kitchen cabinets, wardrobes, and beds. The 12-storey building was built on a land area of 1,722m2, with a total floor area of over 18,200m2, equipped with similar interiors.
The project has full auxiliary infrastructure and internal public utilities such as parks, kindergartens, indoor and outdoor parking lots, living halls, community activity rooms at the base... serving union members, workers, laborers and beneficiaries of social housing policies according to regulations.
Mr. Nguyen Phuc Nhan - Director of the Quang Ngai Department of Construction - said that the unit is closely coordinating and supporting the investor to organize the groundbreaking ceremony on December 15, 2025.
According to the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", the Prime Minister has assigned the target to Quang Ngai to complete 8,500 apartments by 2030.
Currently, the locality has planned 19 locations with a total area of over 271 hectares to form a land fund to invest in building independent social housing. In addition, there are 7 housing and urban area projects in the area that reserve 20% of land to build social housing, with an area of over 26.6 hectares.
After merging with the old Kon Tum province, the Quang Ngai Provincial Federation of Labor currently has 419 grassroots unions with 85,333 union members/95,362 workers (of which Quang Ngai has 266 grassroots unions with 77,401 union members/86,237 workers; Kon Tum (old) has 154 grassroots unions with 7,932 union members/9,171 workers). The average salary is about 6.5 million VND/month, making it difficult for workers to accumulate and struggle to cope when starting a family and raising young children.
In large industrial parks such as Dung Quat Economic Zone, VSIP Quang Ngai Industrial Park and Tinh Phong Industrial Park - where tens of thousands of workers are concentrated - housing issues are increasingly urgent. Most workers still have to rent houses in cramped, damp rooms with high rents. Many people have to travel dozens of kilometers a day because they cannot afford to rent a house near their workplace.
The development of social housing will open up opportunities for housing at suitable prices for workers with average incomes, contributing to stabilizing their lives and long-term attachment to the enterprise.
