Ho Chi Minh City clears 1,230 households in Binh Thanh, when will compensation be paid?

HCMC – The Xuyen Tam canal renovation project through Binh Thanh district will reclaim land from 2,077 cases (clearing 1,230 households), and pay compensation from December.

The plan for implementing compensation and site clearance for the Xuyen Tam canal project in Binh Thanh district has just been reported by the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (investor) to the Ho Chi Minh City People's Committee Office to respond to voters' petitions.

According to the investor, the estimated compensation, support and resettlement budget for this project in Binh Thanh district is more than 13,221 billion VND.

Compensation and site clearance work in Binh Thanh District will be carried out in several phases. First, in October 2024, the authorities will prepare and publicize a draft detailed plan for compensation, support and resettlement.

People whose land is recovered will be consulted on this plan, with a deadline of the end of November 2024. By December, the compensation policy, cost estimates, and plans for career support and job conversion for people will be officially approved.

Compensation payments will begin in December 2024, along with the decision to reclaim the land. From here, the city will focus on propaganda and mobilization to gain people's consent and hand over the land, expected to be completed between December 2024 and April 2025.

This year, the Xuyen Tam canal renovation project has been allocated more than VND9,500 billion, of which about VND9,300 billion is for compensation and site clearance in Binh Thanh and Go Vap districts.

According to the Urban Infrastructure Construction Investment Project Management Board, the city has prepared a resettlement plan for people whose land has been cleared through a social housing construction project on a 1.21-hectare plot of land at 4 Phan Chu Trinh (Ward 12, Binh Thanh District), with a scale of 883 apartments.

This project was approved by the Ho Chi Minh City People's Council in December 2023, however, it is expected to start construction in April 2025 and be completed in June 2027.

At this pace, the project will not ensure resettlement for households affected by the Xuyen Tam canal project in Binh Thanh district. The Ho Chi Minh City People's Committee has requested to speed up the progress of this social housing project to promptly meet resettlement needs.

The Xuyen Tam Canal renovation project affects 2,215 cases, including 138 cases in Go Vap district and 2,077 cases in Binh Thanh district (1,230 households and 23 agencies and organizations were completely cleared).

At the meeting at the end of September 2024, the Ho Chi Minh City People's Council passed a resolution to increase the total investment of this project from VND 9,664 billion to VND 17,229 billion, mostly due to compensation, support and resettlement costs.

On October 21, the Department of Natural Resources and Environment of Ho Chi Minh City proposed to the Ho Chi Minh City People's Committee many support policies for people living along Xuyen Tam canal (Binh Thanh and Go Vap districts) to speed up compensation progress.

According to the Urban Infrastructure Construction Investment Project Management Board, the Xuyen Tam Canal renovation project through Go Vap District is expected to start construction in November this year, while the section through Binh Thanh District is expected to start construction before April 30, 2025.
