HCMC supports the cost of renovating old apartment buildings

Ho Chi Minh City will have a special incentive mechanism for businesses participating in investing in renovating old apartment buildings in the area.

In Ho Chi Minh City, there are currently many old apartment buildings that are classified as level D danger and need to be urgently demolished to ensure safety. However, some households have not yet agreed with the relocation plan.

A report from the Department of Construction shows that Ho Chi Minh City currently has 474 apartment buildings (with 573 lots built before 1975) that are seriously degraded and unsafe.

Through quality inspection, there are 14 level D apartment buildings (very damaged, dangerous), 116 level C (existent dangerous conditions), 332 level B (not meeting normal usage requirements) and 12 apartment buildings that have been dismantled or changed in purpose of use. Of which, 5 level D apartment buildings were severely damaged and 6 were completely demolished.

For the construction group from 1975-1994, there are currently 52 apartment buildings with low-rise areas (under 8 floors) and 33 buildings with land areas under 1,000 m2. These apartment buildings have a complicated state of ownership and use (State, private). These numbers were also encroached upon and illegally transferred. The technical system was severely damaged, the living environment was unsanitary.

In fact, the repair and renovation of old, degraded apartment buildings was carried out by Ho Chi Minh City in 2016-2020, but has not brought the desired results, especially for seriously damaged level D apartments. The Department of Construction said that the reason was due to lack of capital, problems in quality control, inadequacies in planning the renovation area...

The Ho Chi Minh City Department of Construction is drafting a Resolution to supplement preferential and support mechanisms for investors participating in renovating and rebuilding apartments in the city.

Accordingly, the city will support 50% of the cost of building technical infrastructure works within the project scope. The support level is not more than 10 billion VND per project. At the same time, support half of relocation costs and all project appraisal fees for investors participating in renovating old apartment projects.

The Department of Construction said that currently, according to the provisions of the Housing Law 2023 and Decree No. 98, investors participating in renovating old apartments are entitled to incentives such as: exemption of compensation for State land, exemption of land use fees and land rents, permission to operate apartments, commercial and service areas after completing compensation and resettlement work... At the same time, investors are supported by the state for relocation, forced relocation and infrastructure construction costs.

Previously, the Ho Chi Minh City People's Committee also approved a project to renovate and rebuild old, damaged and degraded apartment buildings in Ho Chi Minh City. According to the project, Ho Chi Minh City strives to basically complete preparations for the renovation and reconstruction of apartment buildings before 1975 and apartment buildings built from 1975 - 1994. Basically complete the repair, upgrading and reinforcement of level B and level C apartments built before 1975.

With 16 level D apartments, Ho Chi Minh City aims to complete the construction of 7 new damaged and dangerous apartments that have been relocated and removed. At the same time, 9 newly built apartment buildings were completed, with the risk of not being relocated or relocated unfinished and arising apartment buildings.
