According to the decision just issued, Mr. Nguyen Van Dung - Vice Chairman of the Ho Chi Minh City People's Committee is the Chairman of the Specific Land Valuation Council. Ms. Le Thi Huynh Mai - Director of the Department of Finance is Vice Chairwoman of the Council.
The members of the Council include: Ms. Nguyen Thi Hong Hanh - Director of Department of Justice; Colonel Le Quang Dao - Deputy Director of Ho Chi Minh City Police; Mr. Nguyen Minh Nhut - Deputy Director of Department of Agriculture and Environment; Mr. Truong Trung Kien - Deputy Director of Department of Construction, ... Chairman of Thu Duc City People's Committee, district and Chairman of People's Committee of communes, wards and townships where land will also join the Council as a member.
The Council will invite representatives of the Vietnam Fatherland Front Committee of Ho Chi Minh City to attend land valuation meetings to enhance social supervision factors and ensure objectivity in the implementation process.
The Council was established to carry out the task of appraising specific land price plans for cases under the authority of the Chairman of the Ho Chi Minh City People's Committee as prescribed in Clause 1, Article 160 of the 2024 Land Law.
The appraisal will be based on the following criteria: principles of land valuation, valuation methods, procedures and information collection results. These contents will be an important basis to ensure that land prices are established close to reality, in accordance with socio-economic conditions and the interests of relevant parties.
The Council operates on a collective principle, ensuring independence, objectivity and majority decision making. The Council's operating regulations will be issued by the Council Chairman in the coming time.
In order to effectively support the appraisal activities, the Chairman of the Council will decide to set up a assistant team. This team will be the leader of the Department of Finance, along with the leaders of the Department and the Department of the specialized agencies of Ho Chi Minh City. The working headquarters of the assistant team will be located at the Department of Finance.
The Chairman of the Council will also issue the Operating Regulations for the Working Group, ensuring smooth coordination between relevant agencies and units in the process of implementing tasks.
Legal and administrative, documents signed by the Chairman of the Council will be used the seal of the People's Committee of Ho Chi Minh City. Meanwhile, the documents signed by the Vice Chairman of the Council will use the seal of the Department of Finance.
