On June 9, the Ho Chi Minh City Department of Construction coordinated with the Ho Chi Minh City Association of Construction Science and Technology to organize a conference to deploy, promote investment and develop rental housing in the area.
Attending the program were Mr. Nguyen Van Duoc - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee; Mr. Nguyen Van Sinh - Deputy Minister of Construction, along with leaders of departments, branches and the Ho Chi Minh City Association of Construction Science and Technology.
According to leaders of the Ho Chi Minh City Department of Construction, the city is currently managing more than 13,600 apartments and rooms for rent and about 41,000 student accommodations. The occupancy rate is almost 100%, which shows that the demand for rental housing is very large and very urgent in the current context. However, the development of rental housing is currently facing some difficulties such as attracting investment finance and high-interest loans. This makes investment efficiency low and does not create motivation to attract businesses to participate.

Mr. Nguyen Van Duoc directed that for social housing land funds, rental housing that businesses build themselves and state land funds, it is necessary to create a "green channel" of procedures to support units to implement. The city will also create conditions to adjust planning and change land use purposes to develop land funds for social housing and rental housing.
Speaking at the conference, Mr. Nguyen Van Duoc - Chairman of Ho Chi Minh City People's Committee said that currently about 70% are high-end houses, about 30% are mid-range houses, and a small number are social housing. This leads to the paradox that people in need cannot buy houses, while people with houses do not have housing needs. This needs to be adjusted.
According to the Ho Chi Minh City People's Committee, the city determined that in the period 2026 - 2030, it is determined to build about 50,000 social housing units for rent. At the same time, it is expected to convert part of the resettlement housing fund and surplus public assets to the purpose of rental housing to optimize resources.
At the conference, delegates also gave presentations and proposed breakthrough solutions on land, capital sources and management models to soon form a modern and sustainable rental housing ecosystem.
