Implementing Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025 on implementing the Campaign to enrich and clean up national land databases, the Department of Land Management (Ministry of Agriculture and Environment) has developed a system of guidance documents sent to localities and issued a Document to the Departments of Agriculture and Environment of localities to ensure consistency and synchronization in the implementation process.
In this document, the Department of Land Management has guided the steps to collect information on types of certificates and build land and housing data for places where a database has not been built.
Step 1: Prepare
- Prepare documents and records for collection and digitization such as: Form No. 01 ( table Excel).
- Prepare documents to guide and support cadres participating in the collection and digitization of Land Certificates, houses and ID cards/CCCD.
- Prepare necessary equipment (scanning machine, computer...).
Step 2: Review and classify the Certificate
Conduct inspections and checks on the List of plots of land that have been granted a Certificate, classifying them into 2 groups:
- List of Certificates and CCCD collected from the Land Registration Office (LURC) and branches.
- List of Certificates and CCCDs that need to be collected from people and organizations.
Step 3. Collecting and fraudulently handling Certificates and CCCD collected from VPDKD
Collecting and fraudulently handling Certificates and CCCD collected from the VPDKDD are as follows:
- Collecting the Certificate currently managed and storing at the Land Registration Office, Commune People's Committee;
(1) In case the information matches the List of cases that have been granted a Certificate sent by the Land Registration Office, the People's Committee at the commune level and the information that the Land user has an ID card/CCCD is the land user, move to Step 5 to digitize the Certificate and enter data.
(2) In case the information matches the List of cases that have been granted a Certificate sent by the Land Registration Office or the People's Committee at the commune level but the information of the Land user is the People's ID card, coordinate with the Commune Police to look up the Citizen Identification Information and then move to Step 5 to digitize the Certificate and enter the data.
(3) In case the land plot has information about the Land Use Minister as a 9-digit People's Certificate, it is necessary to review and unify the information of the Land Use Minister's ID card/CCCD (Land data waiting for cleaning and connection). Follow 02 steps:
- Step 1: The Department of Agriculture and Environment coordinates with the Provincial Police (PC06) to verify and unify information and data of the Land user with a 9-digit ID card/CCCD 12-digit.
- Step 2: After receiving the results from the Provincial Police, the Department of Agriculture and Environment (through the Land Registration Office) conducts an update on the Land Information System (LIS) software currently in use in the locality.
Step 4: Collect Certificates, ID cards/CCCD from people and organizations
Step 5: Digitize and create a database for residential land plots and houses that have been granted a Certificate but have not yet built a Land database
- Scanning (scan)/ scanning the Certificate, ID card/CCCD and processing according to regulations on non-structural land data; storing in 1 file in PDF file format (in unedited format) the file name is according to the Serial number of the Certificate.
- Enter information in Form No. 1
After the Certificate of residential land and housing, the ID card/CCCD has been collected and digitized according to regulations. The collection team will enter all information from the Certificate, ID card/CCCD into Form No. 01 (reflecting and entering the correct status of information on the Certificate).
Specific methods for entering data for each type of Certificate are mentioned in Section 6. Instructions for importing sample data for all types of Certificates.
Step 6: Verify information of land and housing users through the national population database
Step 7: Update the results to the provincial land database
Step 8: Synchronize the provincial land database to the Central Government
Vice Chairman of the City People's Committee Nguyen Trong Dong has just signed and issued Plan No. 252 dated September 16, 2025 on implementing the campaign to enrich and clean up the national land database.
The campaign will be implemented within 90 days, with clear timelines: By September 16, 2025: Complete data classification, organize system connection;
By September 25, 2025: Review the list of land users with the national database;
October 30, 2025: Complete authentication, update information;
November 15, 2025: Create data for plots of land not yet in the system;
November 30, 2025: End the campaign, synchronize data to the central system.
