Requesting citizens to verify the exfoliation carried out by the old commune government
Lao Dong Newspaper has an article reflecting: Mr. Nguyen Cao Tien (Phu Luong Ward, Hanoi) said that he is the owner of land plot No. 159 issued by the People's Committee of Thanh Oai District (old) on January 6, 1999 (Land Use Rights Certificate No. A993995). Mr. Tien's family has been using this red book as a bank loan procedure for many years.
In 2024, Mr. Tien completed the procedures to give his son, Nguyen Cao Quan. When completing the procedures, the Land Registration Office of Ha Dong District (old) discovered that the red book had been erased from the user's name and returned the application.
Sending a question to the People's Committee of Phu Lam ward (old), Mr. Tien's family was shocked to receive information that in the decision to allocate land in 1999 (Decision No. 05/QD-UB of the People's Committee of the old Thanh Oai district), the plot of land was named after Mr. Vu Dinh Vien (neighborhood).
After the article was published, the People's Committee of Phu Luong Ward invited the family to work. On October 3, Mr. La Quang Thuc - Chairman of Phu Luong Ward People's Committee - signed document No. 910/UBND-KTHT&DT on the settlement of Mr. Nguyen Cao Tien's dossier.
In this document, the People's Committee of Phu Luong Ward returned the dossier requesting Mr. Nguyen Cao Tien to provide a receipt to collect fees and charges when receiving the Land Use Rights Certificate and documents related to the land plot.
Talking to Lao Dong Newspaper, the representative of Mr. Nguyen Cao Tien's family said that after receiving the decision of the Chairman of Phu Luong Ward People's Committee, the family had added some related documents.
On November 3, Mr. Tien's family went to Phu Luong Ward People's Committee to submit the documents. However, the ward continued to return it on the grounds that the red book was erased and the hung stamp of the People's Committee of Phu Lam commune, Thanh Oai district (old) was stamped. The ward requires citizens to contact the authorities to check the removal and stamping of this hanging.
Accordingly, the document of the Public Administration Service Point, Phu Luong Ward stated: "Through checking the documents on page 2 of the Land Use Rights Certificate No. A993995, there are signs of sua sang, erasing the name of the land user Nguyen Cao Tien and stamping the hanging stamp of the People's Committee of Phu Lam Commune, Thanh Oai District, Ha Tay Province (old)".
The Public Administration Service Point recommends that Mr. Nguyen Cao Tien contact the competent authority to be inspected, reviewed, and resolved for signs of correcting, erasing, and stamping the land user's name and hanging of the People's Committee of Phu Lam commune, Thanh Oai district, Ha Tay province (old), and supplement and complete the records and documents according to the provisions of law".


People are upset with the reason for refusal
Talking to Lao Dong Newspaper, people expressed their anger at the refusal of the Public Administration Service Point of Phu Luong Ward People's Committee.
According to Mr. Tien, Phu Luong Ward Public Administration Service Point refused to accept the application because it thought that the red book had been erased and asked citizens to verify that the erased information was unreasonable.
Because in 2024, when carrying out the procedures to transfer the red book, the authorities and the family discovered that it had been erased, so they had to go through the procedures to revoke the old red book to make a new red book.
Furthermore, the erasing and sealing was carried out by the People's Committee of Phu Lam commune, Thanh Oai district (old). The inspection, consideration and settlement must be proactively carried out by the People's Committee of Phu Luong Ward - the successor unit. So, why do people have to check the government's activities?
Mr. Nguyen Cao Tien expressed to Lao Dong Newspaper that he is over 70 years old this year and his strength is weak, so traveling and worrying greatly affects his life. The ward's refusal to accept the documents, prolonging the time and providing such a solution causes too many difficulties for citizens. He hopes that the authorities will soon thoroughly resolve the issue in accordance with the law so that the family can do business and live stably.
