Documents to prepare when applying for a reissue of a lost red book
Application for reissuance of red books according to Form No. 10/DK issued under Circular 24/2014/TT-BTNMT.
The certificate of loss of the red book was confirmed by the Commune Police where the land was located.

Steps to apply for a reissuance of a lost red book
Step 1: Submit application for reissuance of red book
If the red book is lost, people submit the application for reissuance to the Land Registration Office (LURC) where the land is located; People's Committee (UBND) of the commune where the land is located or the One-stop Department where the land is located.
Step 2: Receive applications for reissuance of red books
The receiving agency checks the validity of the dossier. If there is a lack of documents, people are instructed to supplement. If complete, the dossier will be transferred to the Department of Construction Investment for verification.
If it is discovered that the land has been transferred, mortgaged... the dossier will be returned and no new books will be issued.
Step 3: People's Committee authenticates and publicly lists
The People's Committee of the commune where the land is located publicly lists the loss of the red book for 15 days at the headquarters and residential area.
After the deadline, the Commune People's Committee will make a record of the completion of the listing (within 5 days) and send it to the Land Registration Office for further handling.
Step 4: VPDKD reissues red books
VPDKD canceled the old red book, updated land records and issued a new Certificate to land users.
The land registration agency also conducts cadastral survey or cadastral map extracts when necessary according to the provisions of Decree 101/2024/ND-CP.
If the land user must fulfill financial obligations, the Land Registration Office shall send an information form according to Form No. 19 (Decree 151/2025/ND-CP, amended in Decree 226/2025/ND-CP) to the tax authority.
