Up to now, 98% of grassroots trade unions in the enterprise sector under the Vietnam Health Trade Union have signed collective labor agreements.

According to the Vietnam Health Trade Union, in 2025, the negotiation and signing of collective labor agreements (CLAs) in enterprises, especially non-state enterprises, will be focused on, with many contents and regimes that are more beneficial to employees than regulations and implementation methods, achieving many results. 98% of enterprise-level trade unions participate in signing collective labor agreements; 100% of enterprise trade unions organize conferences for employees combined with other activities such as year-end work summary, shareholder conference at enterprises, etc.

Implementing Instruction No. 90/HD-TLD dated July 17, 2023 of the Vietnam General Confederation of Labor on the assessment and classification of the quality of collective bargaining, signing and implementing collective labor agreements of trade unions at all levels, the Vietnam Health Trade Union issued Decision 88/QD-CDYT dated March 19, 2025 of the Vietnam Health Trade Union on promulgating the Regulations on the operation of the Council for appraisal, scoring, classification and support for negotiation and signing of collective labor agreements, thereby implementing the scoring and classification of collective labor agreements.

Accordingly, 2 grassroots trade unions in the enterprise sector have met type A; 20 grassroots trade unions in the enterprise sector have met type B; 4 grassroots trade unions in the enterprise sector have met type C; 8 grassroots trade unions in the enterprise sector have not been classified due to the Collective Labor Agreement that is in the process of being negotiated and signed with employers and a number of grassroots trade unions of the Vietnam Health Trade Union.
