The Decree regulating salary policies and allowances for teachers is expected to take effect from January 1, 2026.
The subjects of application are teachers recruited to teach and educate in public educational institutions under the national education system.
In particular, the factors of hardship, toxicity, danger and allowance levels for teachers are clearly stipulated in Clauses 2 and 3, Article 9 of the draft Decree. Specifically:
Article 9. Heavy, toxic, dangerous allowances
1. In addition to the beneficiaries according to current legal regulations, teachers who teach theory and practice in one lesson/lesson/kschool/lessor (hereinafter referred to as practical teachers) at the practice rooms and workshops of public vocational training institutions or enterprises, production and business establishments, services for heavy, toxic, and dangerous subjects and occupations are entitled to toxic and dangerous allowances if they have one of the heavy, toxic, and dangerous factors specified in Clause 2 of this Article.
2. Heavy, toxic, and dangerous factors:
a) Direct exposure to toxins, toxic gases, and dust; teaching practice in an environment prone to infection and infectious diseases according to regulations;
b) Teaching practice in an environment subject to high pressure or lack of nutrients, where it is too hot or too cold beyond the permitted standards;
c) Teaching and practicing majors and occupations that generate loud noises or in places with continuous vibrations with high frequency exceeding the permitted standards for occupational safety and hygiene;
d) Practical teaching in environments with radiation, radiation or electromagnetic fields exceeding the permitted standards.
3. Allowance level:
a) Level 0.1 applies to teachers practicing the profession or profession with one of the factors of hardship, toxicity, and danger specified in Clause 2 of this Article;
b) Level 0.2 applies to teachers who practice majors and occupations with two of the factors of hardship, toxicity, and danger specified in Clause 2 of this Article;
c) Level 0.3 applies to teachers who practice majors and occupations with three of the heavy, toxic, and dangerous factors specified in Clause 2 of this Article;
d) Level 0.4 applies to teachers practicing the profession or profession with four factors of hardship, toxicity, and danger specified in Clause 2 of this Article.
