According to the Social Insurance Agency of Binh Thuan province, recently, the situation of enterprises delaying payment of social insurance, health insurance, unemployment insurance (generally called delay in paying social insurance) in Binh Thuan has tended to increase.
Many businesses have not yet overcome the amount of late payment and have let it drag on. By the end of 2024, the total amount of late social insurance payment in Binh Thuan is 128.5 billion VND.
Currently, there are 565 enterprises that are 3 months or more behind in payment, with a total of 87.5 billion VND. Of these, 15 enterprises have a late payment amount of over 1 billion to under 10 billion VND, with a total amount of 72.6 billion VND.
At the top of the list of enterprises that have been late in paying social insurance for a long time are Greenfield Organic Fertilizer Company Limited with 9.96 billion VND, late payment period of 79 months; Thanh Nguyen Company Limited with 9.46 billion VND, late payment period of 68 months; Binh Thuan Branch - Innolux Footwear Vietnam Company Limited with 7.06 billion VND, late payment period of 33 months...
In April 2024, at the Binh Thuan branch - Innolux Footwear Vietnam Co., Ltd., many employees were upset because they had quit their jobs but had not received confirmation of their social insurance books because the company had been owing long-term social insurance payments, and Lao Dong Newspaper reported it.
Binh Thuan Social Insurance said that for businesses with large and prolonged late payments, the provincial Social Insurance and district and town Social Insurance have urged and collected late payments; coordinated to organize inter-sectoral inspections. At the same time, specialized inspections of social insurance payments were organized.
Through inspection, make a record of administrative violations and advise the Chairman of the Provincial People's Committee to issue a decision to sanction administrative violations of late payment of social insurance with the highest penalty of 150 million VND/enterprise.
After the inspection, the enterprises basically remedied part of the late payment amount and complied with the payment of administrative fines. For Greenfield Organic Fertilizer Company Limited and Thanh Nguyen Company Limited, the remediation of the conclusions after the inspection was still limited, the delay in paying social insurance was prolonged, and there were signs of evasion of social insurance payment.
The provincial Social Insurance has filed a case with signs of crime and transferred it to the Police Department for handling. However, the Police have issued a document notifying the results of the investigation and verification of the case; there are not enough elements to constitute the crime of evading social insurance payments for employees.
