On October 6, Mr. Phan Van Men - Director of Hanoi Social Insurance said that from the beginning of 2024, the City Social Insurance has assigned plans to Social Insurance of districts, towns and the Collection and Card Management Department.
On that basis, Social Insurance of districts, towns and cities proactively advise the People's Committee and the Steering Committee for implementing social insurance and health insurance policies at the same level to develop plans and estimate revenue sources for each potential group of subjects in the area; as well as propose appropriate implementation measures.
Every month, the Social Insurance Agency reviews, compares, and sends notices urging units and businesses to pay social insurance and health insurance in accordance with regulations. For units and businesses that are 1 month or more late in payment, the Social Insurance Agency closely monitors, proactively learns to remind and guide in order to prevent businesses from falling into a state of late payment, affecting the rights of employees as well as production and business progress.
At the same time, advise and report to the People's Committee and the Steering Committee for the implementation of social insurance and health insurance policies on the situation of late payment of social insurance and health insurance in the area to have timely direction and handling measures. Notably, 3,163 inspections and checks were organized at units and enterprises; thereby, units and enterprises were required to contribute 285 billion VND (reaching 71.1%)...
According to Mr. Phan Van Men, currently, the rate of late payment of social insurance in Hanoi is still high. By the end of September, the whole city had 91,837 units late in paying 6,031.5 billion VND (equal to 8.54% of the amount receivable), of which 23 units and enterprises were late in paying from 10 billion VND or more...
Therefore, to complete the assigned targets in 2024, Mr. Phan Van Men said that the professional departments and Social Insurance of districts, towns need to closely follow the direction of Vietnam Social Insurance, the People's Committee and the Director of Hanoi Social Insurance to effectively implement the tasks. At the same time, promote the responsibility of the head and deputy head; review programs and plans; assign tasks to each officer and civil servant to ensure clear people - clear work - clear responsibilities - clear results - clear time.
In particular, according to Mr. Phan Van Men, Social Insurance of districts and towns that achieve low targets (including collection targets) must make efforts, have breakthrough measures, and strive to improve to achieve high results in October.
