75% of union funds to take care of workers at the grassroots level

Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor - said the above when explaining and accepting the opinions of National Assembly Deputies on a number of major issues in the draft Law on Trade Unions (amended), at the 8th session of the 15th National Assembly on October 24.

On behalf of the drafting agency, Mr. Nguyen Dinh Khang once again emphasized that the amendment of the Trade Union Law must ensure the thorough understanding and institutionalization of the Party's innovative viewpoints and guidelines related to national construction and development; in accordance with the 2013 Constitution, ensuring the unity and synchronization of the current legal system, ensuring the absolute and comprehensive leadership of the Party over trade union organizations.

"The amendment of the Trade Union Law must ensure that the Vietnam Trade Union, the broad political and social organization of the working class and laborers, grows stronger, operates effectively, and attracts a large number of laborers to participate," the President of the Vietnam General Confederation of Labor emphasized.

Along with that, the amendment of the Trade Union Law needs to inherit and maintain the contents that have proven reasonable, stable and effective in the recent implementation process. The amendment of the law must refer to and selectively absorb international experience; ensuring conformity with the political system, the requirements of developing a socialist-oriented market economy and international integration under the leadership of the Communist Party of Vietnam.

Explaining specific issues regarding ensuring the organization and staff of the trade union, Mr. Nguyen Dinh Khang said that the General Confederation highly appreciates and thanks the opinions of National Assembly delegates on the necessity of paying attention to personnel work and ensuring staff of the trade union in the draft Law, stemming from the characteristics of the trade union organization.

In the spirit of Resolution No. 02 dated June 12, 2021 of the Politburo, which stipulates "studying and proposing a reasonable mechanism for assigning staff to trade unions, ensuring that it meets requirements, tasks and actual situations", the General Confederation of Labor will continue to report to competent authorities to pay special attention to the trade union staff to ensure sufficient quantity, improve quality, and create conditions for trade unions to operate more and more effectively, especially in the context of competition in trade union activities.

Regarding union funds, the President of the Vietnam General Confederation of Labor said that the vast majority of delegates agreed with the 2% rate and during the drafting process, a report was prepared to receive and explain relevant opinions on union funds. 75% of union funds are left to the grassroots union to take care of workers. Mr. Nguyen Dinh Khang welcomed the fact that business owners in enterprises have higher welfare regimes that are beneficial to workers...

Mr. Nguyen Dinh Khang also explained that trade union supervision is social in nature in Article 16 and people's supervision is institutionalized in Regulation 217 of the Politburo dated December 12, 2013 on the Vietnam Fatherland Front and socio-political organizations participating in social supervision and criticism; the report also explained that supervision according to Article 10 of the Constitution is supervision of the State's power.

Mr. Nguyen Dinh Khang said that the Vietnam General Confederation of Labor respectfully accepts the opinions of delegates and accepts revisions in the process of completing the draft Trade Union Law (amended).
