76 units in Hoa Binh owe union funds of more than 9 billion VND

According to information from the Hoa Binh Provincial Federation of Labor (FLD) on December 25, the total accumulated union fee debt as of December 25, 2024 was 76 units (non-state enterprises) with a total amount of more than 9 billion VND, an increase of 1.25% compared to the total debt at the end of 2023.

The following enterprises owe union fees: Hong An Shoe Joint Stock Company owes more than 2.5 billion VND; SMA VINA Viet Han Import-Export Garment Joint Stock Company owes nearly 1.5 billion VND; Trung Son Cement One Member Co., Ltd. owes more than 868 million VND; Dinh Thuan Trading Joint Stock Company owes more than 274 million VND; X18 Cement Joint Stock Company owes more than 296 million VND; RSN Global Garment Co., Ltd. owes more than 599 million VND; Thanh Son One Member Co., Ltd. owes more than 292 million VND; Song Hong Production Joint Stock Company - Song Da Factory branch owes more than 246 million VND; Minh Trung Vietnam Group Joint Stock Company branch in Hoa Binh owes more than 239 million VND,...

On December 25, speaking with Lao Dong Newspaper reporter, Mr. Nguyen Manh Cuong - Chairman of Hoa Binh Provincial Labor Federation - said that in recent times, the Standing Committee of Hoa Binh Provincial Labor Federation has directed all levels of Trade Unions in the province to actively implement many solutions to promote the collection of union dues and union funds, strengthen propaganda, supervision, and debt collection from previous years.

However, many enterprises have not strictly implemented the regulation on deducting and paying 2% of the union fund. Some enterprises have evaded payment, paid late, or paid incorrectly or insufficiently according to the salary fund and the number of employees required to pay the union fund according to regulations... affecting the operating budget of trade unions at all levels in performing well the function of representing and protecting the legitimate and legal rights and interests of employees.

According to Mr. Cuong, the failure of enterprises to pay union fees results in grassroots unions having no funding to organize activities, especially taking care of union members and workers on holidays and Tet as well as regular care at the grassroots union level, affecting the rights and interests of union members and workers, directly affecting the movement of workers, civil servants, laborers and the activities of the Hoa Binh Provincial Trade Union. At the same time, they violate the law and are subject to administrative sanctions according to the provisions of Article 38 of Decree No. 12/2022/ND-CP dated January 17, 2022 of the Government on violations of regulations on paying union fees and may be prosecuted for criminal liability according to Clause 1, Article 31 of the Law on Vietnam Trade Unions.
