Youme Law Firm LLC said that according to Clause 2, Section 1 of Resolution 27-NQ/TW in 2018, the salary policy still has many limitations and shortcomings. The salary policy in the public sector is still complicated, the design of the salary system is not suitable for job positions, titles and leadership positions; it is still weighted as an average, cannot ensure life, cannot promote talent, and cannot create motivation to improve the quality and efficiency of workers.
The regulation of the basic salary multiplied by the coefficient does not clearly show the real value of salary. There are too many types of allowances and many non-salary incomes decided by many agencies and levels with different regulations, causing unreasonable things and not clearly showing the administrative order in public service activities.
The rights and responsibilities of the heads of agencies and units in evaluating and paying salaries and bonuses have not been promoted, associated with labor productivity, quality and efficiency of cadres, civil servants, public employees and workers.
Therefore, according to Point b, Clause 3.1, Section 3 of Resolution 27-NQ/TW in 2018, salary reform will be developed and issued a new salary table system according to job positions, titles and leadership positions to replace the current salary table system; convert old salaries to new salaries, ensuring that they are not lower than current salaries.
In which, a new salary table will be built, which is the salary table for positions applied to cadres, civil servants, and public employees holding leadership positions (elected and appointed) in the political system from the Central to the commune level according to the principle:
(1) The salary level for positions must be shown in the political system;
To hold a leadership position, he/she will receive a salary according to that position. If a person holds many positions, he/she will receive the highest salary for the position;
Maintaining equivalent leadership positions will receive the same salary for positions;
The salary for positions of a superior leader must be higher than the salary for positions of a subordinate leader;
(2) Stipulate a salary for each equivalent position;
Not classifying ministries, branches, departments, committees and equivalents at the central level when developing a salary table for positions at the central level;
No distinction is made between different salary levels for the same leadership position according to the classification of local administrative units but implemented by allowance regime.
The classification of equivalent leadership positions in the political system to design the position salary table is decided by the Politburo after reporting to the Central Executive Committee.
Thus, the entire new salary table for positions from the Central to the commune level applies to cadres, civil servants and public employees holding leadership positions to convert old salaries to new salaries, ensuring that they are not lower than current salaries.
