On November 2, the People's Committee of Khanh Hoa province said that the unit had compiled and responded to voters' opinions and recommendations before the 18th Session of the 7th Provincial People's Council, term 2021 - 2026.
According to voters' reflection in Truong Sa Special Zone, currently, armed forces working in Cam Ranh Peninsula are enjoying special regimes according to Decision No. 57/2012/QD-TTg of the Prime Minister dated December 22, 2022.
After June 30, 2025, when Truong Sa island district becomes a special zone of Khanh Hoa province, this locality will no longer organize communes as in the current model.
Voters suggested that the province consider applying a special regime for civil servants, public employees, and workers at administrative agencies under Truong Sa Special Zone (Brigade 146 - Navy Region 4); especially workers at the People's Council and People's Committee Office working in the area.
Voters also requested clarification of the model of organizing the special forces government and the regimes and policies applicable to cadres and officers holding leadership positions of the People's Council, People's Committee, the Vietnam Fatherland Front Committee (VFF) and other administrative positions.
Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee on the arrangement of administrative units in 2025, Article 13 stipulates:
People, cadres, civil servants, public employees, workers, and salary earners in the armed forces in the administrative unit after the reorganization will continue to enjoy special regimes and policies applied by region, area or administrative unit as before the reorganization, until there is another decision by the competent authority.
In addition, the scope, subjects and content of regimes and policies will also remain the same, only changing the name of administrative units according to the new model.
From this regulation, the People's Committee of Khanh Hoa province affirmed: "After Truong Sa island district becomes Truong Sa Special Zone, all cadres, civil servants, public employees, workers, and armed forces working here will continue to enjoy the special regime and policies as before the arrangement, until there are new instructions from the competent authority".
Regarding the organization of local government in Truong Sa Special Zone, the Provincial People's Committee said that the implementation will comply with the provisions of Articles 27 and 28 of the Law on Organization of Local Government (issued on June 16, 2025).
