Warning of impersonation fraud against labor export workers

The Department of Overseas Labor Management has just warned about people impersonating officers and employees of service enterprises to defraud and collect money from workers.

On November 12, the Department of Overseas Labor Management (Ministry of Labor, War Invalids and Social Affairs) said that recently, the unit has received petitions and complaints from workers and businesses providing services to send Vietnamese workers to work abroad under contracts (service businesses) about individuals impersonating officers and employees of service businesses to defraud and collect money from workers.

There are cases where the impersonator uses a business name similar to the name of a licensed service business; the account receiving money is a personal account that matches the name of the leader of the licensed service business...

To avoid being scammed and taking advantage of workers, and at the same time affecting the reputation of service businesses, the Department of Overseas Labor Management recommends that workers and service businesses do the following:

Workers wishing to work abroad need to contact directly with service businesses or labor agencies where they reside for advice, support and procedures to be sent to work abroad according to the provisions of the Law on Vietnamese Workers Working Abroad under Contract (Law No. 69/2020/QH14).

The list of enterprises with service operation licenses issued by the Ministry of Labor, War Invalids and Social Affairs is posted on the website of the Department of Overseas Labor Management, address: “http://dolab.molisa.gov.vn” (in the section: list of labor export enterprises).

Workers pay service fees directly at the enterprise after signing the contract to send workers to work abroad (not at the enterprise's branch); request the service enterprise to issue a receipt or invoice with the following contents: Full name of the enterprise, date of document creation, name of payer, amount and payment content, name of accountant, name of cashier and seal of the enterprise (clearly stating full name, title and signature). Compare and check the enterprise information to ensure that the service enterprise is licensed (name, address, tax code...).

In case, for objective reasons, the employee cannot pay directly at the enterprise but must pay by bank transfer, the employee needs to carefully check the information to ensure that the receiving account number and account name are correct for the service enterprise.

When problems arise related to service businesses or individuals impersonating service business employees, please report them to the relevant authorities (Department of Overseas Labor Management, Department of Labor, Invalids and Social Affairs...) for guidance and handling.
