Participants are Chairmen of Provincial and Municipal Labor Federations, Central Industry Trade Unions and heads of departments and units under the General Confederation of Labor.
In his opening speech, Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor (VGCL) - said that the 13th Congress of the Vietnam Trade Union for the 2023-2028 term has identified the general goal as: Innovating the organization and operation of the Trade Union, building a strong and comprehensive Vietnam Trade Union, focusing on performing well its functions and tasks, meeting the requirements of the new situation, focusing on representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers; actively and proactively participating in state management and socio-economic management.
Complete the organizational model, attract and gather a large number of workers to join the Union; build a team of Union cadres with intelligence, courage, enthusiasm, responsibility, prestige and good working methods.
Innovate and strengthen propaganda and mobilization work, improve political capacity, educational level, professional skills, industrial style, labor discipline, and legal awareness of union members and workers; build a modern and strong working class, contributing to realizing the aspiration to develop a prosperous and happy country.
By the end of the term, towards the 100th anniversary of its founding, the Vietnam Trade Union will be strong in all aspects, a reliable support for workers, and a solid political and social foundation of our Party and State.
To concretize the above general goal, the Congress has set out 10 groups of targets to strive for, 8 groups of key tasks and solutions and 3 breakthroughs. From the groups of targets, solutions and breakthroughs set out by the Congress, in nearly the past year, the Executive Committee and the Presidium of the Vietnam General Confederation of Labor have issued 3 programs, 2 resolutions, 3 projects and nearly 20 new directive documents related to most areas of Trade Union activities.
The President of the Vietnam General Confederation of Labor assessed that, in recent times, trade unions at all levels have actively promoted and organized the implementation of the Resolution, achieving some results, but there are still some contents that need to be thoroughly grasped and oriented to unify awareness and action to improve the effectiveness of task implementation.
According to Mr. Nguyen Dinh Khang, one of the important tasks set by the 13th Congress of the Vietnam General Confederation of Labor is to fundamentally innovate the program, content, curriculum, and training methods for Trade Union officials in the direction of standardization, scientific practice, unity, and creativity, including the content of building and organizing the implementation of a training program for key officials, updating new knowledge for key officials at all levels of the Trade Union.
In addition, in practice, key officials leading the Trade Unions of provinces, sectors and localities, due to their different working positions, some have grown up from the workers' movement and Trade Union activities, but there are also individuals from leadership and management positions in Party organizations, governments and unions, who are trusted and recommended to be elected to the position of Chairman of the Trade Union of sectors and localities, so it is very necessary to exchange to grasp the content and new skills in all aspects of Trade Union work.
The training program was organized over 5 days with 15 topics. The speakers were members of the Party Central Committee, leaders of ministries, departments, central branches, the Standing Committee of the General Confederation of Labor, and experienced experts with deep understanding of the organization and operation of the Trade Union.
“The 15 topics are all very basic, providing viewpoints, objectives, tasks, and fundamental solutions to serve the task of leading and directing the activities of the Trade Union. Therefore, I suggest that delegates maintain strict discipline, promote spirit, focus on absorbing, proactively studying documents, actively exchange, discuss, and raise difficulties in the actual work in their industry and locality, with a truly open-minded spirit, frank exchange, and thorough grasp of the issues so that after the training, they can immediately apply the content, knowledge, and understanding exchanged in the training class to the practical activities of their units” - the President of the Vietnam General Confederation of Labor emphasized.
At the conference, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang directly delivered a presentation on the topic: Opportunities and challenges for Vietnam Trade Unions today; the Party's policies and viewpoints on trade union organization and activities in the new context.
