Decree No. 198/2025/ND-CP detailing a number of articles and measures to implement the Law on People's Air Defense, effective from August 22, 2025.
Clause 4, Article 7 of the Decree stipulates the organizational structure of the People's Air Defense Steering Committee at the commune level as follows:
a) The head of the Steering Committee is a Vice Chairman of the People's Committee.
b) Deputy Head of the Steering Committee:
The Standing Deputy Head of the Committee is the Commander of the Military Command;
The Deputy Head of the Steering Committee is a Deputy Chief of the Public Security.
c) Members of the Steering Committee are a number of cadres appointed by the Provincial People's Air Defense Steering Committee; a Deputy Chief of Police; Village Chiefs (hamlets, hamlets), Heads of Residential Groups and a number of key cadres according to the organizational structure of the Commune People's Committee.
Thus, from August 22, the Deputy Head of the Standing Committee of the People's Air Defense Steering Committee at the commune level will be the Commander of the Commune-level Military Command.
In addition, the Decree also stipulates that, based on the characteristics and actual situation of the locality, local military agencies will advise the Chairman of the People's Committee at the same level to decide on the members to participate in the People's Air Defense Steering Committee at their level in accordance with the staffing organization and requirements of the local People's Air Defense task.
The standing agency advising and assisting the People's Air Defense Steering Committee at the commune level is the Commune-level Military Command; the functions, tasks, organizational structure, and operations of the standing agency are decided by the Head of the People's Air Defense Steering Committee at the same level.
