The Ministry of Education and Training has just issued Official Letter No. 7723/BGDDT-NGCBQLGD dated November 25, 2025 to the People's Committees of provinces/cities under the Central Government on reviewing the promotion of teachers' professional titles.
Currently, the standards and conditions for considering promotion of primary school teachers grade II are guided in Article 5 of Circular 13/2024/TT-BGDDT.
Accordingly, primary school teachers are eligible to register to be considered for promotion to the professional title of primary school teacher grade II (code V.07.03.28) when meeting the following standards and conditions:
(1) Having been appointed to the professional title of grade III primary school teacher (code V.07.03.29).
(2) During the period of holding the professional title of primary school teacher grade III and equivalent, having 3 consecutive years of work before the year of consideration for promotion to a professional title with quality classified as having completed the task well or better; having good political qualities and professional ethics; not within the disciplinary period, not within the period of implementing regulations related to discipline according to the Party's regulations and the law.
(3) Meet the standards on training and fostering qualifications of the professional title of primary school teacher grade II as prescribed in Point a, Clause 3, Article 4, Circular 02/2021/TT-BGDDT stipulating codes, professional title standards and appointment and salary classification of teaching staff in public primary schools and Clause 2, Article 2 of Circular 08/2023/TT-BGDDT.
(4) Meet the standards on professional competence and skills of the professional title of primary school teacher grade II as prescribed in Point a, Point b, Point c, Point d, Point d, Point e, Point h, Clause 4, Article 4, Circular 02/2021/TT-BGDDT and Clause 3, Article 2, Circular 08/2023/TT-BGDDT.
(5) Meet the requirements for the duration of holding the professional title of primary school teacher grade III (including the duration of holding the equivalent rank) as prescribed in Clause 4, Article 2 of Circular 08/2023/TT-BGDDT. In case the teacher before being recruited or accepted has worked in accordance with the provisions of law and has paid compulsory social insurance, it shall comply with the Government's regulations in Point d, Clause 1, Article 32 of Decree 115/2020/ND-CP, which has been amended and supplemented in Clause 16, Article 1 of Decree 85/2023/ND-CP.
