According to Circular No. 11/2024/TT-BYT, considering promotion of medical and pharmaceutical civil servants from Grade II to Grade I, they must meet the following general conditions:
a) Meet the standards and conditions specified in Clause 1, Article 32 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants, amended and supplemented by Clause 16, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use and management of civil servants and the following conditions:
- The head of the competent civil servant management agency decides to send the civil servant to consider promoting the professional title;
- For the requirements for a diploma or certificate, it must fully meet the standards on training, fostering and professional competence and skills standards prescribed in Circulars and Joint Circulars regulating codes and standards for professional titles of civil servants specializing in medicine, pharmacy, and population.
b) Having a vacant job position corresponding to the professional title of a civil servant considered for promotion.
In addition to the above general conditions, civil servants considering promotion to the professional titles of Senior Doctor (grade I), Senior Preventive Medicine Doctor (grade I), Senior Public Health Doctor (grade I), Senior Pharmacy (grade I) must meet the general standards and conditions specified in Clause 1 of this Article and during the time holding the professional title of Grade II, achieve one of the following achievements and results:
a) Appointed to the title of Professor or Associate Professor of a major in accordance with the professional title standards for consideration for promotion;
b) Achieved the title of "People's Doctor";
c) Achieved the title of National Emulation Fighter;
d) Awarded the Second Class Labor Medal or more;
d) The head or member participating in at least one scientific and technological task from the ministerial and provincial levels or higher and this scientific and technological task must be accepted from the level of achievement or higher;
e) Preside over or participate in at least 1 project or 1 technical guidance and process in the field of work issued by a ministry or provincial level;
g) Taking on at least 3 scientific and technological tasks at the grassroots level and this scientific and technological task must be accepted from the level of achievement or higher.
