Insurance debt continues despite repeated inspections and penalties
On April 27, the Department of Home Affairs of Quang Nam province said that the social insurance debt situation at Minh Hoang 2 Garment Company (Dien Nam - Dien Ngoc Industrial Park, Dien Ban town) has lasted for many years, seriously affecting the rights of hundreds of employees.


The company started to incur social insurance debts in July 2016, with an initial debt of VND 981 million. By the end of 2016, the debt had increased to more than 3.2 billion VND.
Despite being inspected, fined and required to pay debts by authorities many times, the Company still did not fully fulfill its financial obligations.
In 2019, the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs concluded that the Company owed social insurance more than 10.3 billion VND, and fined 150 million VND. In 2020, the Ministry Inspectorate issued a decision to enforce the deduction of money from the Company's account, but the Company did not comply.
In 2022, Quang Nam Social Insurance conducted a surprise inspection, determining that the Company still owed 9.6 billion VND.
In 2023, there were continued inspection conclusions requiring the final payment of 8.5 billion VND before August 31, 2023, but the Company only paid 600 million VND and continued to delay.

As of March 31, 2025, the company's late social insurance payment amount has reached more than 10.3 billion VND, seriously affecting the rights of hundreds of employees.
At the dialogue on April 16, 2025 with employees and authorities, a representative of Minh Hoang 2 Garment Company stated: "Ready to go to prison if the worker's debt can be cleared".
However, according to the Department of Home Affairs of Quang Nam, in reality, the enterprise did not take specific actions to completely resolve debts and legal obligations.
Requesting the police to investigate the act of evasion of social insurance payment
It is noteworthy that Mr. Nguyen Vinh Son - Chairman of the Board of Directors and General Director of the Company - the legal representative, did not directly handle the case, did not authorize anyone to handle related work. Currently, Mr. Son is not present in Vietnam, making it more complicated to resolve the rights of employees.
Faced with the above serious situation, the Department of Home Affairs of Quang Nam province has officially requested the Quang Nam Provincial Police to coordinate with relevant units to inspect and clarify the behavior of Minh Hoang 2 Garment Company Limited; investigate signs of evasion of payment, appropriation of social insurance money of employees; strictly handle according to the law if there are violations.
The Department of Home Affairs determined that the Company showed signs of deliberately avoiding responsibility, not complying with the penalty decision, not coordinating to resolve the collective work stoppage and gathering in large numbers that had occurred in the past.

On the side of the People's Committee of Quang Nam province, it has also directed competent agencies to closely monitor the progress of social insurance debt settlement at Minh Hoang 2 Garment Company; apply debt collection enforcement measures if the Company does not fulfill its commitment; prioritize the protection of employees' rights, support the closure of social insurance books and connect to find new jobs.
"We continue to take drastic measures, we cannot let businesses continue to violate and appropriate employees' money. "It must be handled strictly and thoroughly to ensure fairness and social security" - Mr. Nguyen Qui Quy - Deputy Director of the Department of Home Affairs of Quang Nam emphasized.
