Giving opinions at the conference to consult former leaders of the General Confederation of Labor on the draft Law on Trade Unions (amended) held on the afternoon of October 8, most delegates said that the draft Law on Trade Unions (amended) has met the requirements of reality, demonstrating the efforts of the Vietnam General Confederation of Labor in developing the draft. The delegates also said that it is necessary to continue to make recommendations to higher-level agencies to support the provisions in the draft.
Many opinions expressed agreement and appreciation for the provisions in Clause 4, Article 26 of the draft.
Clause 4, Article 26 of the draft Law on Trade Unions (amended) stipulates: The Vietnam General Confederation of Labor decides on the number of full-time trade union officials who work under labor contracts in specialized trade union agencies and grassroots trade unions in each period, in accordance with the requirements of tasks, the number of trade union members, workers and the financial capacity of the trade union.
Many opinions say that this regulation is very necessary in the current context, when union members are constantly increasing and union bases are constantly developing.
Ms. Nguyen Thi Thu Hong - former Vice President of the Vietnam General Confederation of Labor - agreed with this regulation, saying that if passed, this provision would create many advantages for lower-level unions.
In addition, Ms. Nguyen Thi Thu Hong also highly appreciated the draft law for specifying the representation rights of trade unions as stipulated in the Constitution, including the right to supervise and criticize trade unions, which is very suitable for practice and promotes the role of trade unions.
Former Vice Presidents of the Vietnam General Confederation of Labor Tran Van Thuat and Nguyen Van Ngang also highly appreciated the provisions in Article 26 of the draft Law on Trade Unions (amended).
Delegates agreed that keeping 2% of union funds is very necessary in the current context, meeting the requirements and expectations of workers. Delegates also said that in terms of union finances, it is necessary to ensure that unions are proactive, reduce administrative procedures but still ensure supervision, inspection and examination by authorities...
Mr. Dinh Ngoc Quy - Standing Member of the National Assembly's Social Committee - the unit examining the draft Trade Union Law (amended) - said that the draft law has inherited the most core issues of the previous Trade Union Law. Mr. Dinh Ngoc Quy discussed with delegates his views and the process of drafting the draft Trade Union Law (amended).
In his concluding remarks, Party Central Committee member and President of the Vietnam General Confederation of Labor Nguyen Dinh Khang highly appreciated the enthusiastic opinions of delegates at the conference.
Mr. Nguyen Dinh Khang said that the Vietnam General Confederation of Labor would accept the opinions of the delegates to complete the draft Trade Union Law (amended), before submitting it to the National Assembly at the 8th session of the 15th National Assembly.
