No salary for many consecutive months
According to the reflection sent to Lao Dong Newspaper, dozens of staff and teachers at the Luong Tai Vocational Education and Training Center (Bac Ninh province) have been in a very difficult situation for many months when their salary payments have been delayed, repeated many times in 2025.
Most of the Center's teachers make a living mainly from their teaching salaries, without any other source of income.
The reflection clearly states: In January, February, March and April 2025, the Center owed salaries for 4 consecutive months, only until the end of April. In June, July and August 2025, unpaid wages continued to recur, and were not paid until early September. In October and November 2025, teachers have not yet received their salaries.
The teacher said that the prolonged unpaid salary has caused "serious consequences for the lives and psychology of the staff and teachers". Some people have fallen into a situation of not having enough money to cover daily expenses and raise young children.
Teachers were upset that the prolonged unpaid wages "denoted weakness in management capacity, lax financial management of the Center's leaders", and at the same time violated the legitimate rights of workers under the Labor Code.
In a reflection sent to the authorities of Bac Ninh province at the end of October 2025, the teacher stated that the Director of the Center, Mr. Nguyen Thanh Bac, "continued to let the situation of teacher salary debt continue, even by the end of October, there was still no transparent announcement about the payment time".
Explanation by the Center's leaders
After receiving the feedback, on October 30, 2025, the Department of Education and Training (DET) of Bac Ninh requested the Director of the Center for Continuing Education and Training Luong Tai to report and explain the incident. On November 1, 2025, the Center sent a document explaining, stating 3 main groups of reasons for the delay in paying salaries.
First, due to fluctuations in accounting personnel. The former accountant transferred to work from December 2024, the person assigned to be in charge of accounting then reported poor health and could not take on the job, leading to a delay in paying the salary for January-February 2025.
Second, from March 1, 2025, the Center will be transferred from the People's Committee of Luong Tai district to the Department of Education and Training, so the budget estimate must be re-established. The additional budget was approved by the Provincial People's Committee on April 9, 2025, allocated by the Department of Education and Training on April 15, 2025, leading to a delay in paying salaries for March.
Third, in the period of June-August 2025, the assigned accountant, Mr. Do Van Tuan, "repeatedly refused to comply with the task", causing disruptions to the unit's financial operations. When the province is merged from July 1, 2025, the budget will be interrupted from June 20 to July 20, 2025.
The center said that it had signed a contract with a new accountant in August and could pay until the end of September 2025. However, this accountant quit his job on September 26, 2025, causing his October salary to continue to be delayed.
Mr. Nguyen Thanh Bac - Director of the Center - has "received responsibility and learned from experience", and at the same time committed to overcoming and perfecting the accounting system to end unpaid wages.
However, as of November 30, 2025, teachers continued to report that they had not yet received their salaries for October and November 2025.
Mobilizing the Center director to take on a new assignment
While the issue of unpaid wages has not been completely resolved, on November 13, 2025, the Department of Education and Training of Bac Ninh province issued a decision on transferring Mr. Nguyen Thanh Bac - Director of the Center for Vocational Education - Continuing Education, Luong Tai, to work at the Gia Binh Vocational Education - Continuing Education Center and appointed him as Deputy Director of the Gia Binh Vocational Education - Continuing Education Center. The term of appointment is 5 years.
