On the afternoon of April 21, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung had a working session with the People's Committee of Quang Nam province to remove difficulties in implementing the trade union institutional project in Dien Nam - Dien Ngoc Industrial Park (Dien Ban town, Quang Nam).
This project belongs to the Project "Investing in the construction of trade union institutions in industrial parks and export processing zones" according to Decision No. 655/QD-TTg of 2017 of the Prime Minister. The Vietnam General Confederation of Labor was assigned as the investor with a total area of 40,060m2.
Aiming for the goal for workers
According to the Project Management Board of the Vietnam General Confederation of Labor, the project includes the following items: Labor Culture House of Industrial Parks, kindergartens, workers' housing areas and other auxiliary works. In particular, some items such as the cultural house and kindergarten have been built but have not been put into effective operation due to unsynchronized surrounding infrastructure.

Recently, the implementation of the project has encountered many difficulties due to unsynchronized legal regulations on land and housing and the impact of the COVID-19 epidemic. In particular, the workers' housing part - one of the important items - has not yet been implemented.
However, with the 15th National Assembly passing the Housing Law No. 27/2023/QH15 allowing the Vietnam General Confederation of Labor to invest in building houses for workers and laborers to rent, the project is facing the opportunity to remove legal obstacles.
Speaking at the meeting, Vice Chairman of the Vietnam General Confederation of Labor Nguyen Xuan Hung asked the People's Committee of Quang Nam Province to create conditions to adjust the planning and supplement the area of workers' houses in the overall project. At the same time, Mr. Hung proposed not to bring the cost of building cultural houses, preschools and technical infrastructure around the total investment of houses to help reduce the cost of rent for workers.
Mr. Nguyen Xuan Hung also emphasized that investing in synchronously connected technical infrastructure is a prerequisite for completed items to be exploited effectively.
"I request Quang Nam province to direct relevant departments and branches to closely coordinate so that the project can be implemented on schedule and better serve workers" - Mr. Nguyen Xuan Hung said.
Quang Nam commits to accompanying in resolving the issue
Representative of the People's Committee of Quang Nam province, Vice Chairman Tran Anh Tuan highly appreciated the significance of the project in meeting the needs of social housing and cultural institutions for workers - the main labor force in the province's industrial parks.
"Quang Nam has identified this as a very necessary project and is committed to coordinating with the investor to remove obstacles, especially in reviewing and adjusting indicators, zoning, construction planning and ensuring effective land use" - Mr. Tran Anh Tuan affirmed.
For completed items such as cultural houses and kindergartens, the provincial leaders requested the General Confederation to review the legal documents before completing the procedures to hand over to the locality for management and exploitation.
The Trade Union Institution Project in Dien Nam - Dien Ngoc Industrial Park is one of the pilot models to improve the material and spiritual life of workers and laborers. When completed, this will be a place to settle down and work, as well as a space for cultural, educational activities and community connections for the labor force in the area.
