Demand for rental housing increases
After the merger, Hai Phong has more than 370,000 workers in industrial zones and clusters, the housing needs of workers are always a pressing issue. From Lao Cai to Hai Phong to work at An Duong Industrial Park, Ms. Trang Thi Sao and her husband currently live in a rented house of less than 18m2, priced at 1.5 million VND/month. The cramped, hot rented house makes Ms. Sao want to "leave the city and return to her hometown" many times. Her and her husband's wish is to rent a cheap social housing, to live conveniently, and welcome both children to the city to study.
This dream is not only for Ms. Sao and her husband but also for tens of thousands of migrant workers living and working in Hai Phong. Mr. Nguyen Quoc Viet - Chairman of the Trade Union of Yazaki Hai Phong Vietnam Co., Ltd. (Japan Industrial Park) - informed that most workers rent rooms in residential areas with cramped areas and limited living conditions. Besides social housing projects to buy, workers are interested in rental housing at reasonable prices. Because young workers and migrant workers do not have the conditions to accumulate to own housing but really need a stable, safe and convenient place to work for a long time.
It is known that Hai Phong is a pioneer in consolidating the local Housing Fund, a bright spot in social housing development. The whole city has, is and is about to implement 65 social housing projects with a total scale of about 80,028 units, of which the number of units expected to be completed in the period 2021-2030 is 54,444, equal to 110% compared to the target assigned by the Government (49,400 social housing units). In 2025 alone, 10,775 units will be completed (achieved and exceeded the target assigned by the Government by 10,694 units)...
Regarding social housing for rent, Hai Phong currently has 744 apartments, operating stable rent of 605 units, and 139 vacant units are in the stage of implementing procedures to receive applications for rent from people. Apartment rental prices range from 59,000-105,000 VND/m2/month. Some businesses invest in dormitories and accommodation for workers such as Pegatron dormitory, LG Display in Hai Phong (1,340 rooms) for workers working at enterprises themselves, rental price 100,000 VND/person/month.
Dedicating about 4,300 billion VND to develop rental housing
In the period 2026-2030, the demand for housing development and the rental segment in Hai Phong will increase due to the synergistic impact of mechanical population growth, attracting migrant workers, shifting the apparatus after administrative boundaries are merged, and expanding the conditions for enjoying social security policies.
To develop rental housing and implement the Local Housing Fund, in the immediate future, the city is developing a project, expected to use about 4,300 billion VND from the Local Housing Fund to purchase about 4,256 social housing apartments in projects being implemented for use as rental housing.
In the long term, the city assigns the Department of Construction to take the lead in researching the use of the local Housing Fund to create a centralized rental housing fund in the direction of social security, especially vulnerable groups and social policies; groups of workers and workers in industrial zones and clusters. Along with that, research and build a financial support mechanism from the city budget in combination with the local Housing Fund to directly support the purchase price and rental price of social housing for social policy beneficiaries, people with meritorious services, poor households... ensuring a payment level suitable to actual income. At the same time, there is a mechanism to create a resettlement housing fund for households that are subject to relocation and site clearance to serve land acquisition and urban embellishment projects but have no other housing in the area.
