According to the leader of the Ninh Thuan Provincial Federation of Labor (LDLD), regarding the arrangement and dissolution of the organization and termination of the activities of the Executive Committee, Standing Committee, Inspection Committee of the District-level Federation of Labor, industry unions and equivalent, the Standing Committee of the Provincial Federation of Labor coordinated with the Organizing Committee of the Ninh Thuan Provincial Party Committee to draft the Project to end the activities of the District and City Federations of Labor, the Provincial Party Agencies' Union, the Provincial People's Committee's Union, the Provincial Industrial Parks' Union, and grassroots unions (CDCS) of administrative agencies and public service units receiving 100% of State budget salary to submit to the Standing Committee of the Provincial Party Committee for consideration and comments.
According to the approved project, from July 1, the Executive Committee, Standing Committee, Inspection Committees of 7 District and City Labor Federations, Trade Unions of Party Agencies, Trade Unions of the Provincial People's Committee, and Trade Unions of Industrial Parks will be dissolved and the activities of the Provincial Industrial Parks will end.
The Standing Committee of the Provincial Federation of Labor also issued Official Letter No. 883/LDLD, on the arrangement of trade union organizations, ending the activities of 446 grassroots trade unions at administrative agencies and public service units receiving 100% of State budget salaries.
Transfer 27,399 union members in production and business units, unions and public service units that do not receive 100% of their salaries from the state budget to the Provincial Federation of Labor for management and direction of activities.
Regarding the arrangement of full-time trade union officials, the whole province has 35 cadres, civil servants and 5 contracts according to Decree 68/161/111. There are 16 cadres, civil servants and workers who have resigned at will; 10 civil servants have been transferred to the commune level. The remaining 14 cadres and civil servants of the Provincial Federation of Labor will be transferred to the new Khanh Hoa Provincial Federation of Labor and the Vietnam Fatherland Front from July 1.
For cases of retirement, the Standing Committee of the Ninh Thuan Provincial Federation of Labor has implemented the policy of early retirement and termination of employment according to Decree No. 177/2024/ND-CP, Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP of the Government for cadres, civil servants and employees. The budget for implementing the regime and policies for union officials on leave is more than 20.2 billion VND.
The current difficulty is that there are 5 cases of union contract officials according to current regulations who do not have support policies when terminating labor contracts from July 1, 2025.
