Effective support tools for civil servants
Recently, Hung Yen has piloted the implementation of a virtual assistant to support civil servants, developed by the Viettel Data and Artificial Intelligence Service Center (Viettel AI). This is the result of cooperation between Viettel and the People's Committee of Hung Yen province, aiming to automate administrative processes, shorten processing time and improve productivity.
The virtual assistant works 24/7, using natural language processing, large language models and knowledge graphics, helping the system understand Vietnamese in depth and respond accurately. Civil servants can look up legal documents and internal documents in context, instead of searching by keyword.
In addition to reviewing, the virtual assistant also suggests draft documents, submissions, reports, and at the same time stores personal data for reuse when needed. When integrated with the work management system and work schedule, assistants can synchronize meeting schedules, review work and coordinate work.
Each staff member can create their own AI notebook, helping the system learn directly from personal documents, answering professional content without additional training. This allows the virtual assistant to flexibly customize according to each person's professional skills while still ensuring data security.
In the first phase, the pilot virtual assistant at the Department of Science and Technology of Hung Yen and a number of other departments and branches helped shorten 30-50% of the time for administrative work.
Mr. Nguyen Manh Quy - Director of Viettel AI - emphasized: "The successful application of the virtual Assistant creates an advantage for Hung Yen and can effectively spread the national digital transformation".
Digital administration associated with serving the people
At the My Hao Ward Public Administration Service Center, 100% of documents have been digitized, of which 99.8% are submitted online. 417 administrative procedures are integrated on the one-stop electronic system, helping people make transactions conveniently.
Ms. Hoang Thi Mai - Standing Deputy Secretary of the My Hao Ward Party Committee - said that civil servants do all the work, not all the hours, and are ready to support outside of working hours. From July 1 to October 1, the ward received 7,475 records and 100% were resolved on time, showing the clear effectiveness of digital technology in management and service to the people.
Hung Yen identifies people and businesses as the center of digital transformation. The province has built a shared database, a specialized database connected with the country, developed a digital platform, digital applications, and fostered digital knowledge for cadres and people.
Programs such as Binh Dan Ho Digital crop and community digital technology groups help spread digital skills to all classes of society. The province also attracts universities, research institutes, high-tech zones, large data centers, creating conditions for the development of digital technology enterprises and the ecosystem of digital assets, intellectual property, and cryptographic assets.
According to Hung Yen Provincial Party Secretary Nguyen Huu Nghia, in addition to digital infrastructure, human resources are a key factor to implement the province's development goals. Therefore, Hung Yen focuses on investing, training and improving the capacity of high-quality cadres, civil servants, public employees and workers, meeting the goal of becoming a modern industrial province.
The province has issued mechanisms and policies to support training and recruitment of science and technology staff, develop training programs for target groups, perfect the capacity framework, job positions and innovate assessment and recruitment according to capacity and results.
Secretary Nguyen Huu Nghia affirmed that in the 2025-2030 term, science and technology is a strategic breakthrough, towards the goal of the digital economy accounting for 30% of GRDP by 2030, demonstrating the determination to build a modern economy, based on knowledge and innovation.
