Worrying about the rental price increase
When asked by reporters about the increase in electricity prices, Ms. Nguyen Thuc Hien (41 years old, a worker at Bac Thang Long Industrial Park, renting a room in Nhue village (Kim Chung commune, Dong Anh district, Hanoi) expressed concern, because the lives of workers are already difficult, when electricity prices increase, especially in the hot season, it will create more pressure for workers renting a room.
According to Hien, at present, the price of the house owner "imposed" for her family is 3,000 VND/kWh. At the end of the month, the landlord will tally the meter and calculate electricity. She will deposit the rent (1 million VND/month) along with electricity and water to the landlord. The total amount of money per month must be over 2 million.
Ms. Hien said that at home, she uses many electronic devices, such as: air conditioners, refrigerators, washing machines, TVs, fans... In winter, a family of a couple and 2 young children uses about 200/kWh, equivalent to 600,000 VND/month; in summer, this number is higher, the electricity bill can be up to 800,000 VND/month.
My children are still young, so in the summer, I often have to turn on the air conditioner. Without air conditioners, children cannot sleep. This is the reason why electricity bills are often very high in the summer, said the female worker.
Mr. Pham Duy Dinh (a rental worker in Nhue village, Kim Chung commune, Dong Anh district, Hanoi) said that for the past three months, the company has had little work, he has only been able to work for 15 days, and take the remaining 15 days off/month; receives 80% of basic salary. His wife works as a worker in Quang Minh Industrial Park, receiving a salary according to the product.
"Our income is not guaranteed, while my husband and I have a lot to cover. As for the rent alone, I have to pay 1.5 million VND per month for 2 rooms. For workers, increasing costs by more than VND will increase their burden. I really hope that workers renting a room will be calculated according to the normal household electricity price, and at the same time enjoy the appropriate electricity price" - Mr. Dinh said.
Strictly review electricity prices for tenants in the capital
A representative of Hanoi Electricity Corporation (EVN Hanoi) said that to ensure that students, workers and laborers renting a room enjoy the correct State's electricity price policy, in the past time, EVN Hanoi has coordinated with local authorities and local police forces to propagate and guide rental households to comply with regulations on electricity prices.
Boarding house owners are required to prepare a book recording the electricity consumption and monthly electricity bills of each room, with the tenant's signature according to the agreed form of the Department of Industry and Trade.
EVN Hanoi also requires landlords to sign a commitment not to sell electricity at prices exceeding State regulations. However, in reality, there is still a situation of "hugging one side, collecting another", when many places still collect electricity prices higher than the prescribed level. Part of the reason comes from the fact that tenants - mainly students and workers - do not proactively register for temporary residence or are temporarily absent, causing home appliance rights to not be guaranteed.
As a rule, when the landlord fully declared the number of people using electricity, EVN Hanoi will issue the electricity price calculation based on information residence at the location of electricity use. In particular, every 4 people are counted as an electric household to apply the living price. In case of changes in the number of renters, the host is responsible for notifying the electricity industry to adjust the appropriate norm.
In the coming time, EVN Hanoi recommends that local authorities and competent agencies strengthen the review and strict management of rental facilities and the number of tenant registrants. At the same time, it is necessary to periodically provide the electricity industry with a list of newly emerged or stopped rental facilities every month to promptly inspect and adjust the application of electricity prices, ensuring legitimate rights for workers renting accommodation.
