The Vietnam Health Trade Union has just reported on trade union activities in 2025 and key tasks in 2026.
In the recommendation section, for the Ministry of Health, the Vietnam Health Trade Union proposed to study and amend regulations on the implementation of regimes and policies for employees in accordance with current conditions such as the Law on Labor Safety and Hygiene; stipulate the regime of in-kind compensation for employees working in conditions with dangerous and toxic factors; amend regulations on subjects entitled to preferential allowances according to job positions, should not stipulate that it is mandatory to have a job title/ job title code as at present.
In addition, considering adjusting the cost reduction to ensure a part of regular expenditure for units in the Preventive Medicine system under the Ministry of Health because they cannot be autonomous in funding sources because special work requires maintaining activities such as: scientific research, route direction, epidemic prevention... so the revenue is not enough to pay salaries and regular operating expenses.
In addition, research and supplement the rank codes for officials and employees at the Departments of Preventive Medicine who are holding the rank codes as researchers (V05 of the Ministry of Science and Technology) to comply with the health codes.
For the Vietnam General Confederation of Labor, the Vietnam Health Trade Union proposed that the General Confederation of Labor give its opinion on amending Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government regulating preferential allowances for civil servants and public employees working at public health facilities; developing a new on-duty regime, preferential allowances, and salary regime according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Central Executive Committee, which needs to pay attention to the characteristics of the health sector in general and health professional fields in particular.
