Flexible and democratic operating mechanism
After the arrangement and consolidation of administrative units, the model of the Da Nang City Trade Union organization is forced to change accordingly. The new Da Nang City Labor Federation has been rearranged in a streamlined direction: 2 professional departments, 2 public service units, 1 economic unit, the number of positions has decreased but the number of tasks is increased, the scope of management is wider.
According to Mr. Le Van Dai - Permanent Vice President of the Da Nang City Labor Federation, "this process is not only about mechanical changes in organization, but is also associated with resolving the regime and policies for redundant staff".
As of October 30, 2025, 35 cadres and civil servants of the Da Nang City Labor Federation have been decided to retire and retire early according to regulations, with a total payment of more than 57.8 billion VND from the trade union's financial resources.
This is a large number, but it shows the seriousness and responsibility of the Trade Union organization in implementing the policies of the Party and State on streamlining the apparatus, while ensuring the legitimate rights of cadres Mr. Dai said.
Along with the arrangement of the city-level apparatus, the grassroots trade union system is also reorganized, in line with the two-level local government model. Commune and ward trade unions are established and consolidated; the functions and tasks of each trade union level are reviewed and identified more clearly, avoiding overlap and emptying.
In that condition, the requirement is to build a flexible, democratic operating mechanism, promote the role of collective leadership and individuals in charge, but not loosen responsibility. The motto "towards the grassroots", listening and promptly resolving union members' recommendations becomes an important measure of a strong union apparatus.
Inspection - supervision, pillars of organizational discipline
According to Mr. Le Van Dai, for the Trade Union organization, inspection and supervision work is not only to "catch errors", but also a tool to rectify, prevent violations, and ensure the effectiveness and efficiency of the entire system.
In the 2023-2025 period, the Trade Union Inspection Committees at all levels have proactively deployed 5,863 inspections and supervisions on compliance with the Charter of the Vietnam Trade Union; 6,388 inspections and supervisions on the management and use of trade union finance, assets and economic activities.
As a result, it was recommended to collect VND 18.37 billion in union funds that were owed or improperly used. The Inspection Committee of the Da Nang City Labor Federation alone has directed the inspection of 379 grassroots unions in terms of finance and assets - exceeding the target assigned by the General Confederation of Labor by 23.45%.
These are figures that clearly demonstrate the spirit of not being lenient with violations in financial management, and at the same time affirm to union members that: every union fund must be used for the right purpose and transparently.
In the field of protecting the rights of union members, the Inspection Committee is also assigned to receive citizens, resolve complaints and denunciations. For nearly 3 years, trade unions at all levels have received 157 people, received 158 petitions, and resolved 140 petitions (accounting for 88.6%), thereby protecting the rights of 385 people with a total amount resolved up to nearly 8.9 billion VND. The remaining cases are continuing to be considered and handled in accordance with regulations.
To do this task well, the team of inspection committee officers is focused on training and fostering. Nearly 850 people have participated in training courses on professional skills, inspection, supervision, complaint and denunciation settlement, and corruption prevention and negativity. The organization discipline is therefore tightened, the trust of union members in the organization is strengthened.
In the context of increasing tasks and limited resources, building a disciplined, transparent and effective union governance system is a prerequisite for the union organization to maintain its role as a reliable support for workers.
From the foundation built in the 2023-2025 term, the Da Nang Trade Union enters a new phase with a better internal management force, ready for higher goals in the new era of the city.
