"The average salary paying insurance to calculate my maternity allowance is quite low, just over 4 million VND/month. If giving birth to more children, with this income is not enough to take care of children, after birth, the more he is under economic pressure" - Ms. Duong said.

According to Ms. Duong, women after giving birth are often very sensitive. When the anxiety about the economy is always painful, the mentality of the woman is worse and even depressed.
On average, Ms. Duong receives maternity benefits 4.2 million VND/month, this amount is only enough to buy milk, diapers, daily food for children. The child is seriously ill in the hospital, if there is no savings, it is required to borrow.
Other living expenses or debts, future plans of the family must rely on her husband, making Ms. Duong more afraid to give birth.
The female worker hopes that the maternity rights is calculated by 2/3 of the actual salary of the employee. If it is not determined, it is advisable to take a minimum of 6 million VND/month to make money to pay for subsidies to help workers feel secure to take care of their children.
Ms. Nguyen Thi Thuy (26 years old) - a worker of leather shoes - said that if now maternity leave, with an average allowance of 5.2 million VND/month, her family will struggle and worry.
Ms. Thuy said that her husband did freedom and unstable income. Currently, the family still has debt to build a house that has not been paid, and has to raise a child, so it is quite expensive.
"I find that raising a child is more expensive than adults. Tuition fees, meals, milk ... all want the best for their children. The whole family must strictly spend enough economy to raise a child," Thuy said.
Recalling the first birth of the baby 4 years ago, this female maternity benefit was 22 million/6 months. With a tight allowance, Thuy is afraid of giving birth.
Ms. Thuy mentally calculates the amount of money when giving birth to more children: preparing 2 million prenatal products; Born and take care of the mother and daughter after giving birth 3 million VND (if giving birth, there is a health insurance); Milk, diapers, food monthly VND 3.5 million.
"When I gave birth to my first child, I had to borrow money from my relatives first, waiting for my husband to receive a salary to pay" - Ms. Thuy said.
Another worry shared by the female worker is that the employee wants to receive money for maternity, after continuing to return to work, he must apply for employers within 45 days.
According to Ms. Thuy, 6 months of resting for children without supportive income makes the family life more difficult and struggling.
"When the debt has not been repayed, the income is not stable, the maternity benefits are still low, I will not have the intention to give birth.
According to the current regulations, the maternity benefit a month is 100% of the monthly salary average paid for social insurance of 6 months before quitting the regime.
Ms. Thuy proposed, increasing maternity benefits to 150% of the average salary of 6 months of social insurance payment. At the same time, allowing workers to apply for maternity benefits right after giving birth to be assured of the economy during the break of child care.
