Salary of Commander, Deputy Commander, Assistant to the Commune-level Military Command after the merger

The Ministry of Home Affairs has issued specific instructions on the salary arrangement of Commanders, Deputy Commanders, and Assistants of Commune-level Military Commands after the merger.

According to Law No. 98/2025/QH15 amending and supplementing a number of articles of 11 laws on military and defense (effective from July 1, 2025) amending and supplementing a number of articles of the Law on Militia and Self-Defense Forces No. 48/2019/QH14, the Commander, Deputy Commander and Assistant to the Commune-level Military Command are civil servants.

Accordingly, the salary of civil servants will be calculated according to the following formula: Salary = Coefficient x basic salary + allowance.

In which, the basic salary is 2.34 million VND as stipulated in Decree 73/2024/ND of the Government.

The salary coefficient of cadres, civil servants and public employees is specifically regulated in Decree 204/2004/ND-CP.

In Official Dispatch No. 7644/BNV-CCVC, the Ministry of Home Affairs has instructed on salary arrangement for Commanders, Deputy Commanders, and Assistants of Commune-level Military Commands (new):

In case the salary is being arranged according to the professional and technical salary table of civil servants and public employees as prescribed in Decree No. 204/2004/ND-CP, they will continue to receive salaries according to the rank and grade.

In case the salary is being arranged according to the salary table for military ranks of the People's Army officers; officers, non-commissioned officers of the People's Public Security and cryptography or is being arranged according to the salary table for professional soldiers of the People's Army and technical specialists of the People's Public Security or according to the salary tables for people working in cryptography, it shall be implemented correspondingly in each case according to the instructions in Clause 6, Clause 7, Section III of Circular No. 79/2005/TT-BNV.

In case it does not fall under points a and b of this Clause, it shall be calculated according to Point a, Clause 10, Circular No. 79/2005/TT-BNV.

Accordingly, based on working time in accordance with the provisions of law in accordance with the requirements for professional qualifications of the position of Commander, Deputy Commander, Assistant to the Military Command at the commune level (new), with compulsory social insurance contributions (if not continuous but not receiving a one-time social insurance subsidy, it will be accumulated), classified into the salary level in the A1 expert - civil servant category (if having university degree) or A0 civil servant category (if having college degree) as prescribed in the Professional and Technical Salary Table for cadres and civil servants in state agencies (Table 2) issued with Decree No. 204/2004/ND-CP according to the principle:

From level 1, after 3 years (36 months), it will be raised to 1 salary level; after converting the time to be classified as salary level in the civil servant rank, if there are months that are less than 36 months, this number of months will be counted as the time to consider raising the salary level for the next time or considering receiving seniority allowances beyond the framework (if any).
