Decree 70/2015/ND-CP (detailing and guiding the implementation of a number of articles of the Law on Health Insurance for the People's Army, People's Public Security and people working in secret services).
Article 2 of the decree stipulates the subjects participating in health insurance as follows:
1. Military personnel participating in health insurance include:
a) Officers and professional soldiers on active duty;
b) Sub-officers and soldiers on active duty.
2. People's Public Security participating in health insurance includes:
a) Officers, non-commissioned officers and officers, non-commissioned officers in technical fields working in the People's Public Security force;
b) Sub-officers and conscripts in the People's Public Security force;
c) People's Public Security students receive living allowances from the state budget.
Meanwhile, Decree No. 74/2025/ND-CP has expanded the scope of application. Specifically:
1. Health insurance participants under the management of the Ministry of National Defense include:
a) People's Army officers and professional soldiers on active duty;
b) Sub-officers and soldiers of the People's Army currently in active service, military students receiving living allowances who are Vietnamese;
c) Trainees training reserve officers who have not participated in social insurance or health insurance for 3 months or more;
d) Military students receiving living allowances who are foreigners.
2. Health insurance participants under the management of the Ministry of Public Security include:
a) Officers, non-commissioned officers and officers, non-commissioned officers in technical fields working in the People's Public Security force;
b) Sub-officers and conscripts in the People's Public Security force;
c) People's Public Security students receiving living allowances who are Vietnamese;
d) Police students receiving living allowances are foreigners.
Decree No. 74/2025/ND-CP takes effect from July 1, 2025, some regulations are applied from January 1, 2025. This amended provision takes effect from July 1, 2025.
