Regarding the salary level of the Chairman of the Commune People's Committee from July 1, 2026, YouMe Law Company Limited said that currently, according to the salary calculation method of cadres and civil servants guided by the Ministry of Home Affairs, the salary level of the Chairman of the Commune People's Committee is calculated according to the formula: Salary level = Salary coefficient x Base salary.
Accordingly, in Joint Circular 01/2005/TTLT-BNV-BTC of the Ministry of Home Affairs and the Ministry of Finance, the Chairman of the Commune People's Committee has a level 1 salary coefficient of 2.15 and a level 2 salary coefficient of 2.65. Based on Clause 2, Article 3 of Decree No. 161/2026/ND-CP, the base salary from July 1, 2026 will be: 2, 530,000 VND/month.
Thus, from July 1, 2026, the salary of the Chairman of the Commune People's Committee will be 5,439,500 VND/month or 6,704,500 VND/month, depending on the applicable salary coefficient. In fact, income may be higher depending on seniority, job position, and working area. This salary level does not include allowances, subsidies, and other additional salaries.
The Chairman of the Commune People's Committee is the head of the Commune People's Committee and has the tasks and powers according to Article 23 of the 2025 Law on Organization of Local Government:
Leading and directing the work of the People's Committee; convening and chairing meetings of the People's Committee.
Leading and directing the implementation of the tasks of implementing the Constitution, laws, documents of higher-level state agencies and People's Councils, People's Committees at their level; inspecting and handling violations in the process of implementing the Constitution and laws in the area.
Leading and being responsible for the operation of the state administrative apparatus, ensuring the unity and smoothness of the administration; for implementing administrative reform, public service reform, and civil servant reform in state administrative agencies in the area;
Effectively implement the application of information technology and digital transformation in the operation of local authorities at their level, in resolving administrative procedures and providing public services in the area according to the provisions of law.
