(1) Pursuant to Article 6 of Decree 20/2021/ND-CP, it is stipulated as follows:
Monthly social allowance level
1. Subjects specified in Article 5 of this Decree are entitled to monthly social allowances at the level of the social assistance standard specified in Article 4 of this Decree multiplied by the corresponding coefficient prescribed as follows:

d) For subjects specified in Clause 4, Article 5 of this Decree:
Coefficient 1.0 for each breeding cow.

(2) At the same time, based on Article 4 of Decree 20/2021/ND-CP amended by Clause 1, Article 1 of Decree 76/2024/ND-CP, it is stipulated as follows:
National standard level of social assistance
1. The standard level of social assistance is the basis for determining the level of social assistance, the level of financial support for receiving care and nurturing; the level of nurturing allowance in social assistance facilities and other levels of social assistance.
2. The standard level of social assistance applied from July 1, 2024 is VND 500,000/month.
Depending on the budget balance, the rate of increase in consumer prices and the living situation of social protection beneficiaries, competent authorities will consider and adjust the social assistance standard accordingly; ensure policy correlation with other subjects.
3. Depending on the socio-economic conditions of the locality, the Provincial People's Committee shall submit to the People's Council of the same level for decision:
a) The standard level of social assistance and the level of social assistance applied in the area must not be lower than the standard level of social assistance and the level of social assistance prescribed in this Decree;
b) Other disadvantaged subjects not specified in this Decree are entitled to social assistance policies''.
From (1) and (2) = The standard level of social assistance in each locality will be different but not lower than VND 500,000/month.
Therefore, depending on the social assistance standard in each locality, the formula for calculating the monthly social allowance for single mothers raising young children in poor and near-poor households is regulated as follows:
Monthly social allowance for single mothers raising young children in poor or near-poor households = Typical level of social assistance (minimum 500,000 VND) x coefficient 1.0 (for each child being raised).
